134 <br /> <br />Bid Award -- Highway 200 Vanderburg Drive/Jim Sossoman Road <br /> Water M~in Extensions Mr. Henry Waldroup <br /> <br />Spring Drive <br /> <br /> Mr. Henry Waldroup, Utilities Director, presented the following bids which <br />were received on this date for the water line extensions. He recommended the <br />award of the bid to the low bidder, RDR Construction Company, Inc. <br /> <br />Company Total Bid <br /> <br />R. F. Shinn Construction Co., Inc. <br />Concord Builders, Inc. <br />RDR Construction Co., Inc. <br />Don Castor Plumbing, Inc. <br /> <br />$158,813.64 <br />$129,579.00 <br />$124,616.15 <br />$172,440.51 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board awarded the bid for the water line extensions of <br />Jim Sossoman Road, Spring Drive, Highway 200 and Vanderburg Drive to the Iow <br />bidder, RDR Construction Company, Inc., in the amount of $124,616.15. <br /> <br /> The Board asked Mr. Waldroup to provide an update on the status of proposed <br />water projects in various areas of the county at the next meeting on December 21. <br /> <br />Revised Cabarrus County First Responder Ordinance <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following revised Cabarrus County <br />First Responder Ordinance. <br /> <br />CABARRUS COUNTY FIRST RESPONDER PROGRAM <br /> <br />SECTION 1: Purpose for First Responder Program <br /> <br />The Cabarrus County Emergency Medical Service has transport vehicles certified <br />by the North Carolina Office of Emergency Medical Services (OEMS), which are <br />manned by personnel trained and certified as EmergencyMedical Technicians (EMT), <br />Emergency Medical Technicians Intermediate (EMT-I), and Paramedics (EMT-P). The <br />service has three (3) stations which serve the county. The main station if (sic) <br />located in the northwest part of Concord° One satellite station is located at <br />Highway 49 at Central Cabarrus High School which provides a quicker response time <br />to citizens residing in areas along Highways 601, 49, and 24-27. A second <br />satellite station is located on Jackson Street in Mount Pleasant and provides <br />coverage for the northeast section of the county. The response time from either <br />the main or satellite stations to the southern or northwestern sections of the <br />county remain relatively high, with a response time to these areas of 10 to 12 <br />minutes. The primary goal of an emergency medical service system is to reduce <br />the probability of death of a victim by providing trained, well-equipped <br />personnel at the scene of an accident or illness in a prompt, efficient, and <br />coordinated manner. Research studies indicate that fifty percent of those who <br />die from traumatic injuries die outside the hospital emergency department. <br />Seventy percent of our nation's traffic fatalities occur in rural areas; however, <br />rural areas represent only forty percent of the nation's population. The ACT <br />Foundation (Advanced Coronary Treatment) reported that the chances for recovery <br />of a victim in ventricular fibrillation (a form of cardiac arrest) is 25 out of <br />100 when the medical response time is within five minutes. The rate drops to 1 <br />out of 100 when the medical response time is 10 minutes. A victim of cardiac <br />arrest may die in 4-6 minutes. It is not economically feasible to operate and <br />maintain an ambulance service in every town and junction in the county. However, <br />it is most desirable to have medically trained personnel located in close <br />proximity to the citizens so that life sustaining measures may be given in the <br />first few minutes after the occurrence of an accident or illness. A First <br />Responder Program is a logical and economically feasible way to insure that <br />prehospital care is available to the rural citizens in the first minutes when <br />life or death may be decided. <br /> <br />SECTION 2: Requirements for Certification of a First Responder Agency or an <br /> Individual First Responder. <br /> <br /> <br />
