150 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 21, 1992, at 6:30 P.M. <br /> <br />Present o Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> Reverend J. David Colson of Center United Methodist Church gave the <br />invocation. <br /> <br />Commissioner Fennel led the Pledge of Allegiance. <br /> <br />Christmas Tree Decorating Contest <br /> <br /> Chairman Carpenter announced the following winners of the Christmas tree <br />decorating contest held in the lobby of the Governmental Center: <br /> <br />Elementary Schools <br />1 Harrisburg <br />2 Jackson Park <br />3 Coltrane-Webb <br />4 Fred L. Wilson <br /> High Schools <br /> 1 - Northwest <br /> 2 - Mt. Pleasant <br /> 3 - Central Cabarrus <br /> <br />Middle Schools <br /> <br />1 - Northwest <br />2 - J. N. Fries <br /> <br /> Prizes were as follows: 1st Computer, up to $2,000.00; 2nd - Computer <br />Software, up to $750.00; 3rd - Computer Software, up to $250.00; 4th - Computer <br />Software, up to $250.00 (no third place for middle school competition). <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the minutes of December 7 and 9, 1992 were approved as <br />written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Resolution Amending the Appointment Schedule for Advisory Boards and Committees <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION AMENDING THE SCHEDULE OF <br />APPOINTMENTS TO ADVISORY BOARDS AND COMMITTEES <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the Cabarrus County Board of Commissioners appoints members to more <br />than 30 advisory boards and committees throughout the year; and <br /> <br />appointments for eight advisory boards and committees are scheduled <br />during the month of December; and <br /> <br />WHEREAS, <br /> <br />new members of the Board of Commissioners take office in December <br />every two years, creating a hardship in making the appointments <br />scheduled for December in a timely manner; and <br /> <br />WHEREAS, <br /> <br />the Board of Commissioners desires to amend the schedule of <br />appointments to distribute the appointment process more evenly <br />throughout the year. <br /> <br /> <br />
