162 <br /> <br />Holiday Wishes <br /> <br /> Chairman Carpenter and members of the Board wished everyone a Merry <br />Christmas and best wishes for a Happy New Year. <br /> <br />Contaminated Soil - Mr. Ken Olio-Mills <br /> <br /> Mr. Ken Olio-Mills discussed land farming and other methods for treating <br />contaminated soil. He presented a video showing locations where the property <br />owners have failed to comply with laws regulating the removal of underground <br />storage tanks and treatment of the contaminated soil. Mr. Olio-Mills asked the <br />Board to implement a monitoring program for the temporary storage and disposal <br />of contaminated soils. <br /> <br /> Chairman Carpenter, with the consensus of the Board, appointed <br />Commissioners Casper and Fennel to study this matter further and to ascertain the <br />County's jurisdiction in implementing regulations for the monitoring of the <br />temporary storage and disposal of contaminated soils. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />Reorganization of the Economic Development Corporation <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board moved to add to the agenda the reorganization of <br />the Greater Cabarrus County Economic Development Corporation. <br /> <br /> Commissioner Barnhart reviewed the rebrganization which has been proposed <br />due to the withdrawal of the Kannapolis Chamber of Commerce from the Corporation. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board accepted the following proposed reorganization of <br />the Greater Cabarrus County Economic Development Corporation Board. <br /> <br />Cabarrus County - 5 Representatives <br />City of Concord - 3 Representatives <br />City of Kannapolis 3 Representatives <br />Town of Mount Pleasant ~ 1 Representative <br />Town of Harrisburg 1 Representative <br />Concord-Cabarrus Chamber of Commerce 2 Representatives <br /> <br /> The Board will consider the appointment of the County's representatives to <br />the Economic Development Corporation at the next meeting. <br /> <br />Community Based Alternatives (CBA) Task Force Proposals <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to add to the agenda two CBA Task Force <br />p~oposals. <br /> <br /> Mr. John Day, Budget Officer, reviewed the proposals to apply for an <br />administrative services grant in the amount Of $250.00 for the CBA Program and <br />for additional funding in the amount of $1,520.00 for the Psychological Services <br />to the Juvenile Courts administered by the Piedmont Area Mental Health Center. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried, the Board authorized the submission of the two grant <br />applications to obtain $250,00 to cover administrative costs in the development <br />of the CBA Program certification and an additional $1,520.00 in funds to expand <br />the level of coverage for the Psychological Services to the Juvenile Courts <br />program administered by the Piedmont Area Mental Health Center. The Piedmont Area <br />Mental Health Center will provide the 30 percent match for the Psychological <br />Services Program. <br /> <br /> <br />
