168 Attest: Carolyn B. Carpenter, Chairman Cabarrus County Board of Commissioners Frankie F. Bonds, Clerk Meeting Recess Chairman Carpenter recessed the meeting at 5:30 P.M. until the conclusion of the Closing Ceremony for the Bicentennial Celebration Chairman Carpenter reconvened the meeting at 9:02 P.M. Commissioner Payne was not present at this time and was absent for the remainder of the meeting. Mrs. Frankie F. Bonds, Clerk to the Board, was present and recorded the minutes of this portion of the meeting. Licensing of Dogs and Cats Chairman Carpenter reported that the Animal Shelter and Health Department did not have all the problems worked out to begin the issuance of dog and cat licenses on JanuarY 1. UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with Chairman Carpenter and Commissioners Barnhart and Casper voting for, the Board deferred the implementation of the licensing fees as required by the Cabarrus County Animal Control Ordinance from January 1, 1993 until April 1, 1993. Economic Development Corporation Commissioner Barnhart reported that the City of Kannapolis had formed a committee to review the Greater Cabarrus County Economic Development Corporation which is currently undergoing a reorganization due to the withdrawal of the Kannapolis Chamber of Commerce. At his request, the Board by consensus agreed for Commissioners Barnhart and Payne (or Chairman Carpenter) to serve as the Board's representatives in discussions with Kannapolis and/or other municipalities regarding the current situation of the Economic Development Corporation. Adjournment There being no further business to come before the Board, Chairman Carpenter recessed the meeting at 9:20 P.M. Clerk to the Board
