~6 <br /> <br />Chairman Simmons - Black Run Creek Authority <br />Commissioner Barnhart - Rowan-Cabarrus Community College; County, City, <br /> Schools Liaison Committee; Economic Development Corporation; <br /> District Representation; Centralina Council of Governments <br /> (Alternate); Cabarrus Board of Education/Kannapolis City Schools <br /> <br /> Chairman Simmons proposed that the County publish a County Information <br />Bulletin to be sent to all residents of the county either through an insert in <br />a local newspaper or through direct mail. He suggested that the first bulletin <br />contain a status report of the Coddle Creek Reservoir project and a summary of <br />the County's Capital Improvement Program (CIP) requests along with a response <br />card to obtain voter relative to the CIP program. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the authorized the publication of the first County <br />Information Bulletin during the month of January. The bulletin will contain <br />information relative the County's Capital Improvement Program requests and a <br />status report on the Coddle Creek Reservoir. <br /> <br />UNFINISHED BUSINESS <br /> Chairman Simmons reported that in November, 1990 the Board had approved <br />in concept a water project for the Midland area and had authorized the County <br />Attorney to prepare a petition relative to the establishment of a special <br />district in that area. He reported that the petition has been completed and <br />could be obtained from Mr. Fletcher L. Hartsell, Jr., County Attorney. Chairman <br />Simmons indicated that at such time the petition is submitted with the required <br />number of signatures the Board would commission an engineering study for the <br />proposed water project and schedule a public hearing to consider the <br />establishment of the district. <br /> Ms. Florence Potter, Midland area resident, requested that the Board <br />consider a County participation rate of 40 percent instead of the standard 30 <br />percent. No action was taken on this request and Board members agreed to <br />consider this matter at a later date. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the notice <br />of Offer to Purchase a portion of the site at the Cabarrus County Ambulance <br />Station No. 2 for a sum of $4,500.00 had been published in The Concord Tribune <br />on December 24, 1990. He stated that the ten days had expired and there had <br />been no upset bids during that period of time. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board authorized the Chairman to execute the deed to <br />transfer that portion of property at the Ambulance Station No. 2 located at the <br />intersection of Highways 601 and 49 to Mr. Thomas Joyner at a cost of $4,500.00. <br />The property is a portion of tax parcel, Number 5539-74-3430, remaining after <br />the transfer of property to the North Carolina Department of Transportation for <br />widening and upgrading of the intersection. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the publication of the ten-day notice <br />for the transfer of the old emergency power generator switch from the jail to <br />the Mt. Pleasant Volunteer Fire Department. <br /> <br />NEW BUSINESS <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board reappointed Ms. Lynne Scott Safrit to the Tourism <br />Authority for a three-year term ending December 31, 1993. <br /> Chairman Simmons instructed the County Manager to set up ground-breaking <br />ceremonies for the Coddle Creek Reservoir Project. <br /> · The Board by consensus set a public hearing for 7:00 P.M. on Monday, <br />February 4, 1991, to receive public comment on the Capital Improvement Program <br />requests. <br /> Mr. Michael M. Ruffin, County Manager, reported that presentation of the <br />Schools Capital Improvement Program requests was scheduled for January 10, 1991. <br />Dr. Jesse Register will present the County Schools request at 4:30 P.M. and Dr. <br />Ralph Johnston will present the Kannapolis City Schools request at 5:30 P.M. <br /> Mr. Ruffin reported that copies of the Personnel Ordinance, Purchasing and <br />Contracting Policy, and the County-maintained Position Classifications were <br />available for the Board members. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board added to the agenda the acquisition of monitoring <br />equipment for the County jail. <br /> <br /> <br />
