16 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 21, 1991, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Mark A. Beebee of the Family of Faith <br />Lutheran Church. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />A RESOLUTION RELATIVE TO THE PERSIAN GULF WAR <br /> <br />WHEREAS, <br /> <br />the United Nations has condemned the actions of the <br />government of Iraq for its occupation of Kuwait; and <br /> <br />WHEREAS, <br /> <br />independent agencies such as Amnesty International have <br />documented numerous instances of atrocities committed <br />by Saddam Hussein and his minions in Kuwait, Iran as <br />well as his own nation of Iraq; and <br /> <br />WHEREAS, <br /> <br />it is generally known and believed that American <br />interests in the Persian Gulf are too great to ignore <br />the occupation thereof; and <br /> <br />WHEREAS, <br /> <br />diplomatic efforts to convince Iraqi leadership to leave <br />Kuwait by the United Nations-imposed deadline of January <br />15, 1991 have failed; and <br /> <br />WHEREAS, <br /> <br />the United States and its allies are now engaged in a <br />battle to liberate Kuwait; and <br /> <br />WHEREAS, <br /> <br />Cabarrus County has men and women engaged in battle and <br />serving their country in that region of the world. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of <br /> the County of Cabarrus unqualifiably supports the efforts of <br /> President Bush, Secretary of Defense Cheney, the United States <br /> Congress, and our Armed Forces in its resolve to use military <br /> force in order to deter any future aggression and to restore <br /> the balance of power in that region of the world. <br /> <br />BE IT FURTHER RESOLVED that the Board of Commissioners of the County <br /> of Cabarrus extends its heartfelt thanks to all servicemen and <br /> servicewomen who are now engaged in that conflict, and to <br /> their families, especially to those who are natives and/or <br /> citizens of Cabarrus County. <br /> <br />BE IT FINALLY RESOLVED that the Board of Commissioners of the County <br /> of Cabarrus did on this date suspend its proceedings in order <br /> to offer a moment of silent prayer and meditation for our <br /> nation's leadership, which is steering us throu§h this crisis, <br /> for the servicemen and servicewomen, who are fighting, or are <br /> prepared to fight, to defend the liberties and freedoms that <br /> we enjoy, but most especially for peace, among all men and <br /> between all nations. <br /> <br />Adopted this 21st day of January, 1991. <br /> <br /> /s/ Billy J, Simmons, Jr. <br /> Billy J. Small, Clerk to the Board <br /> <br /> Commissioner Carpenter expressed appreciation to Mr. Lewis Williams, <br />Veterans Service Officer, and the troops serving in the Persian Gulf for their <br />efforts during the war. She presented a fruit basket to Mr. Williams to be <br />placed in his office for veterans and families of service personnel to enjoy. <br /> <br /> <br />
