17 <br /> <br /> Mr. Lewis Williams accepted the fruit basket in honor of the armed forces <br />and stated his office would continue its efforts to give aid and comfort to the <br />families of service personnel. <br /> The Board observed a moment of silent prayer for those persons involved <br />in Operation Desert Storm. <br /> Chairman Simmons asked that the Resolution adopted by the Board be <br />forwarded to the President, Senators, and Congressmen as well as to any service <br />personnel from Cabarrus County serving in the Persian Gulf war. <br /> <br />NEW BUSINESS <br /> <br /> Dr. William F. After <br />an initial participation rate of 80 to 90 percent of the 10,000 homes located <br />in the test area, participation had now stabilized to an 80 percent rate. <br /> Mr. Terry Rowland, County Assessor, reported that as of February 2 the <br />revaluation staff had conducted 2,940 informal hearings and visited 300 parcels <br />relative to the revaluation. An additional 1,430 hearings have been scheduled <br />and 500 visits remain to be made. <br /> Mr. James F. Cook, Jr., Social Services Director, requested that the Board <br />consider the completion of the third floor of the new Social Services Addition. <br />He explained that the extra space is needed to house the additional staff <br />required for the Job Opportunities and Basic Skills (JOBS) Training Program <br />which is mandated for implementation on July 1, 1991. <br /> Mr. Ken Griffin, Architect, presented the following proposals for the <br />upfitting of the Third Floor Space. <br /> <br />GENERAL - T.
