23 <br /> <br /> Chairman Simmons reconvened the meeting at 9:30 P.M. <br /> Consideration of the Suggested Rules of Procedures for the Board of <br />Commissioners was deferred until February 4, 1991. <br /> The Board reviewed the correspondence from Mr. Blair Bennett, Finance <br />Director, advising that Blue Cross Blue Shield is now offering major medical <br />hospital coverage to commissioners. The County currently pays the cost for an <br />individual employee's premium of $90.45 per month with the additional cost for <br />parent-child of $67.88 or family plan of $129.34 handled through payroll <br />deduction. After discussion, the Board deferred the matter until February 4 and <br />asked the County Manager to determine if it is required that all commissioners <br />participate in the plan. <br /> <br />OTHER BUSINESS <br /> <br /> Commissioner Carpenter informed the Board the National Guard Armory was <br />in need of additional supplies due to the increased volume of people visiting <br />the Armory as a result of the Persian Gulf War. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board added to the agenda the discussion of increasing <br />the Fiscal Year 1990-1991 contribution to the National Guard Armory from <br />$4,000.00 to $6,000.00 with the additional $2,000.00 to be appropriated from the <br />Contingency Fund. <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF N/A <br />AMOUNT $2,000.00 <br />TYPE OF ADJUSTMENT: Transfer between Departments/Funds <br />PURPOSE OF REQUEST: To appropriate additional funds to the Armory for <br /> unanticipated operating expenses due to the Middle East Crisis. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />01-9-19-10-660 <br />Contingency <br />01-9-19-80-713 <br /> Armory <br /> <br />48,305.17 2,000.00 $46,305.17 <br />4,000.00 2,000.00 6,000.00 <br /> <br /> Commissioner Carpenter also proposed the loan of a facsimile (FAX) machine <br />to the Armory by the County. There was no objection to this request and the FAX <br />machine will be delivered to the Armory. <br /> Mr. Michael M. Ruffin, County Manager, announced that the Board of <br />Commissioners will host a dinner for the Town Council members of Mt. Pleasant <br />and Harrisburg at the Pity's Sake Lodge on Friday, January 25, 1991. He noted <br />that this event will be a social function and no public business would be <br />discussed. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation, performance of an independent contractor, land acquisition, <br />a personnel matter, and Board appointments for the Nursing Home Community <br />Advisory Committee. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the executive session was terminated. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to add to the agenda the following three <br />items: (1) Designation of non-discretionary benefit for the County Manager; (2) <br />Authorization for sale of house at Coddle Creek by sealed bids; and (3) Approval <br />of an airport budget amendment. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the Chairman to write a letter <br />designating the $3,000.00 whole life insurance policy for the County Manager as <br />a non-discretionary benefit. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized Mr. Fletcher L. Hartsell, Jr., County <br />Attorney, to advertise for sealed bids for the sale of a house located on the <br />north side of North Carolina (NC) Highway 73 at the Coddle Creek Reservoir <br />Project. <br /> <br /> <br />
