WHEREAS, Cabarrus County has assured and certified to the <br />NCDOT that it will comply with the Federal Statues, regulations, <br />executive orders, the Special Section 13(c) Warranty, and all <br />administrative requirements which relate to the applications made <br />to and grants received from the Urban Mass Transportation <br />Administration, as well as the Provisions of Section 1001 of Title <br />18, U.S.C. <br /> NOW, THEREFORE, be it resolved that the Chairman of Cabarrus <br />County Board of Commissioners is hereby authorized to submit a grant <br />application amendment for funding under Section 18 of the Urban Mass <br />Transportation Act of 1964. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized Chairman Simmons to execute a letter <br />of application to the Trustees of Charles A. Cannon Charitable Trusts No. One <br />and No. Two requesting $30,000.00 to continue the project of providing funds for <br />the Charles A. Canon Memorial Library Kannapolis Branch for the specific <br />purpose of purchasing library materials. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board increased the mileage reimbursement rate for <br />County employees and officials from 22 1/2 cents per mile to 25 cents.per mile, <br />thereby amending Appendix D, Travel Policy, of the Personnel Ordinance as <br />follows: <br /> <br /> B. Mileage Allowance The amount authorized to be paid on <br />a per-mile basis for travel by privately owned vehicle. The mileage <br />allowance shall be twenty-five ($.25) cents per mile. <br /> <br /> The Board received the letter from Mr. Dan McDonald, President of Historic <br />Cabarrus, Inc., extending an invitation from the Historic Cabarrus Board of <br />Trustees for the Board of Commissioners to conduct a Commissioners' meeting in <br />the "Historic Courthouse" auditorium. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board agreed to have its first regular Board meeting <br />in March in the auditorium of the "Historic Courthouse". <br /> Chairman Simmons scheduled a work session for members of the Board at 2:00 <br />P.M. in Washington, D. C. on Saturday, March 16, 1991, during the Nati'onal <br />Association of Counties Legislative Conference. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board appointed Mr. Michael M. Ruffin, County Manager; <br />Ms. Cynthia Eades, Personnel Director; Mr. Gerald A. Newton, Planning and Zoning <br />Director; Mr. Steve Little, Recreation Director; Mr. James F. Cook, Jr., Social <br />Services Director; and Dr. William F. Pilkington, Health Director to a staff <br />committee to study the organization of Cabarrus County Government and present <br />the pros and cons of the organizational structure to the Board by its first <br />meeting in March. <br /> The Board received the letter from Ms. Sharon L. Eury, Administrative <br />Secretary for the Veterans Service Office, requesting that the Board consider <br />the possibility of allowing employees who are on the waiting list for parking <br />spaces in the Governmental Center to park on the "G" level during inclement <br />weather. <br /> Mr. Michael M. Ruffin, County Manager, reported that there were a total <br />of 98 full-time and part-time employees who work in the Governmental Center and <br />63 spaces in the "B" parking deck where employees park at a cost of $10.00 per <br />month. The remaining 35 employees must park outside the building. Mr. Ruffin <br />stated he had visited the "G" level on four occasions during the past week and <br />only 25 percent of the 98 spaces on that deck were being used. During <br />consideration of the request, Commissioner Hamby expressed concern about <br />releasing any of the public parking spaces on the "G" deck. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board allocated 30 spaces on the "G" level of the <br />Governmental Center for employee parking at the charge of $10.00 per month. The <br />spaces are to be located in the far corner of the deck at a point farthest from <br />the elevator and will be subject to availability as long as the parking is not <br />needed by the general public. <br /> In addition, it was the consensus of the Board that if all spaces are not <br />needed, the judges who so desire will be given an opportunity to park on the "G" <br />deck at a cost of $10.00 per month. <br /> Chairman Simmons recessed the meeting at 9:26 P.M. until the conclusion <br />of the Board of Commissioners for the Water and Sewer District of Cabarrus <br />County. <br /> <br /> <br />
