21 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board awarded the contract to Ecosometrics, Inc. for <br />the update of the Transportation Development Plan (TDP) at a cost of $12,535.00 <br />for the work as set forth in the proposal dated January 11, 1991. <br /> Mr. Gerald A. Newton, Planning and Zoning Director, requested that the <br />Board authorize the submission of an application for the Apprenticeship Program <br />funded by the North Carolina Department of Transportation. The County will be <br />required to fund a ten percent local match or $2,444.00. Mr. Newton stated this <br />program would provide an additional staff member to help implement the <br />transportation program in the county. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the submission of an application to <br />the State of North Carolina Department of Transportation for the Apprenticeship <br />Program and agreed to fund ten percent or $2,444.00 of the position cost. It <br />was understood that any position funded through this program is temporary. <br /> Mr. Michael M. Ruffin, County Manager, and Mr. Gerald A. Newton, Planning <br />and Zoning Director, presented a copy of the Public Affairs Bulletin which had <br />been prepared by the Planning and Zoning staff to be published in The Edge on <br />January 23. The Bulletin contained a summary of the Capital Improvement Program <br />requests, an update on the Coddle Creek Reservoir project, and a story on the <br />airport which was requested by the Chairman as a late addition to the Bulletin. <br />Response cards will be included with the Bulletin asking for citizen input on <br />the various CIP requests as well as public opinion about the airport. <br /> Sheriff Robert Canaday reviewed the work of the E-911 Emergency <br />Communications System Steering Committee which consisted of representatives from <br />Cabarrus County, City of Concord, City of Kannapolis, and the Concord Telephone <br />Company. <br /> Mr. Richard Flowe, Kannapolis Planning Director, reviewed the E-911 <br />Emergency Communications System Report and Recommendations submitted by the <br />Steering Committee. The recommendations by the committee included the <br />implementation of the E-911 telephone system; the provision of primary answering <br />points in the Sheriff's Department as well as the police departments for the <br />City of Concord and City of Kannapolis; resolution of the problems with street <br />names and house numbering; and adoption of a new ordinance whereby each <br />homeowner, business owner,etc, will be required to obtain a house number and <br />display it in a standard manner easily recognized by emergency services <br />personnel. In regards to financing the project, Mr. Flowe explained that <br />Chapter 62A of the North Carolina General Statutes provides the Board of <br />Commissioners with specific methods of financing the E-911 system that would <br />pass the cost on to the users. It was noted that the initial start up cost is <br />estimated at $137,237.00 with a monthly charge of $18,538.00. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board set a public hearing for 7:30 P.M. on Monday, <br />February 18, 1991, to consider the implementation of a E-911 Emergency Telephone <br />System and the adoption of an ordinance to impose a monthly 911 charge upon <br />telephone subscribers in Cabarrus County for the implementation of the system. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board adopted the following resolution. <br /> <br /> Appendix A <br /> RESOLUTION <br /> Seeking Permission to Amend <br />FY 1990-91/FY 1991-92 Application for Section 18 Funding <br /> <br /> A motion was made by Commissioner Hamby and seconded by <br />Commissioner Chairman Simmons for the adoption of the following <br />resolution, and upon being put to a vote was duly adopted. <br /> WHEREAS, the North Carolina Department of Transportation has <br />received a grant from the US Department of Transportation authorized <br />by Section 18 of Urban Mass Transportation Act of 1964, as amended, <br />to provide assistance for rural public transportation projects; and <br /> WHEREAS, the purpose of these transportation funds is to <br />provide grant monies to local agencies for the provision of rural <br />public transportation services; and <br /> WHEREAS, Article 2B of Chapter 136 of the North Carolina <br />General Statutes and the Governor of North Carolina have designated <br />the North Carolina Department of Transportation (NCDOT) as the <br />agency responsible for administering funds received through Section <br />18 of the Urban Mass Transportation Act of 1964; and <br /> <br /> <br />
