2O <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that he was <br />working on the proposed recall legislation and expected to have a draft <br />completed by February 4, 1991. <br /> Commissioner Carpenter reported that she and Commissioner Barnhart were <br />currently reviewing Ethics Policies obtained from other counties as well as from <br />various municipalities and private corporations. This matter will be brought <br />to the Board for consideration in approximately four weeks. <br /> Mr. Gerald A. Newton, Planning and Zoning Director, and Mr. Jonathan <br />Marshall, Planner, reviewed the proposed Northwestern Small Area Plan and asked <br />that the Board consider its adoption as a policy guide for land use development <br />in that area. The Northwestern Area included that area of the county bordered <br />to the north and west by the boundaries of Mecklenburg, Iredell, and Rowan <br />Counties, to the east by the city limits of Kannapolts, and to the south by <br />North Carolina Highway 73. As included in the study, Mr. Newton suggested that <br />the Board ask the State Department of Transportation to consider Alternative 1 <br />for the Westside Bypass as in his opinion it was the most appropriate <br />alternative based on land-use decisions. During discussion, the Board expressed <br />no objections to the Small Area Plan as written; however, Board members did <br />indicate the need to request input from the Kannapolis Cit~ Council due to the <br />relationship of the area to the City of Kannapolis. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board instructed the County Manager to contact the <br />Kannapolis City Manager to arrange a meeting for presentation of the proposed <br />Northwestern Small Area Plan to the Kannapolis City Council for its review and <br />comments. The Board will again consider the Small Area Plan at its meeting on <br />March 4. <br /> The Board by consensus instructed Mr. Gerald A. Newton, Planning and <br />Zoning Director, to draft a letter to the State Department of Transportation <br />outlining the County's rationale and recommendation for the designation of <br />Alternative 1 for the Westside Bypass. <br /> The Board tabled consideration of the proposed grant application for 1991 <br />funds to establish a new Community Penalties Program. This program is to be <br />reevaluated by County staff. <br /> Mr. Gerald A. Newton, Planning and Zoning Director, reported that the Job <br />Opportunities and Basic Skills (JOBS) Training Program to be implemented by the <br />Department of Social Services on July 1, 1991 would have a major impact on the <br />transportation services provided by the County. Therefore, he asked that the <br />Board employ Ecosometrics, Inc. to update the Transportation Development Plan <br />which was adopted in February, 1990. The proposal dated January 11, 1991 by <br />Ecosometrics, Inc. set a fee of $12,535.00 for the first phase of the work and <br />a variable fee for the second phase based on time and material. Mr. Newton <br />estimated that the second phase would cost from $8,000.00 to $10,000.00. The <br />work to be completed by May 19, 1991 by Ecosometrics was as follows. <br /> <br />Phase I: TDP Update and Revision <br />1. Briefly review inventory of exiting transportation services <br /> from the previous TDP. <br />2. Meet with County Feedback Committee. <br />3. Identify major origins and destinations for JOBS program, and <br /> add to those in the previous TDP. <br />4. Evaluation of current system and capabilities to handle <br /> expanded needs, and determination of type of service/service <br /> level for JOBS program. <br />5. Develop management and operational alternatives to improve the <br /> current system and provide expanded services. <br />6. County response to the Consultant. <br />7. Provide detail chosen service design. <br />8. Develop vehicle replacement/expansion/refurbishment schedule <br />9. Develop four year operations/implementation plan <br /> 10. Develop Budget and Funding Plan <br /> 11. Adopt procedures for updating and evaluation <br /> 12. Second feedback Committee meeting and presentation of the <br /> draft plan to Commissioners. <br /> 13. Prepare final report. <br /> <br />Phase II: Implementation Assistance <br />1.
