41 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 18, 1991, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons called the meeting to order at 6:30 P.M. <br /> The invocation was given by Reverend Perry Miller of the Rocky Ridge United <br />Methodist Church. <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the minutes of January 10, 14, and 21, 1991, were <br />approved as written. <br /> <br />NEW BUSINESS <br /> <br /> Mr. Terry Rowland, County Assessor, reported that County staff had heard <br />appeals concerning 3,700 parcels of property. He indicated that two additional <br />mailings are planned in March and April for changes made during the informal <br />appeals process and for new construction during the months of October, November, <br />and December, 1990. Mr. Rowland encouraged citizens to call his office if they <br />have any problems with the revaluation. <br /> Dr. William F. Pilkington, Health Director, presented the Health Board's <br />recommendation to acquire an additional 660 square feet in the building currently <br />occupied by the Home Health Agency. The would increase the total space for the <br />Health Agency from 2,940 square feet to 3,600 square feet and would increase the <br />monthly rental from $1,837.50 to $2,625.00. He noted that Mr. John Barnhardt, <br />owner, would provide a security system and fire alarm system for the Home Health <br />rental space. <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the request to add an additional 660 <br />square feet to the existing office space for the Home Health Agency with a <br />monthly rental cost of $2,625.00 for the total rental space of 3,600 square feet. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF HEALTH/RECYCLING <br />AMOUNT $12,793.04 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To adjust line items for insurance reimbursement for repairs <br />to the recycling truck. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />01-6-17-60-089 <br /> Insurance Refunds <br /> <br />42,551.98 12,793.04 55,345.02 <br /> <br />01-9-35-20-520 3,000.00 <br /> Autos & Trucks Maint. <br /> <br />12,793.04 15,793.04 <br /> <br /> Mr. Billy Philpot presented "A Report on Family Issues" as prepared by the <br />Cabarrus County Planning Committee of the United Way of Central Carolinas, Inc. <br />He explained that the United Way Human Service Planning Committee had initiated <br />the Program Emphasis Process in 1987 in order to identify the most pressing human <br />services needs in Cabarrus County. This process which was completed in 1988 <br />identified the following areas for further study: inadequate transportation; <br />substance abuse; inadequate housing; and inadequate education/illiteracy. At <br />that time the Family Issues Task Force had been established to focus on the <br />two major issues of health and education. According to Mr. Philpot, the Task <br />Force has now completed its study and has made the following recommendations. <br /> <br />1) <br /> <br />2) <br /> <br />That Cabarrus County and Kannapolis City Public School systems <br />provide on-site day care for the children of teenage mothers. <br />That the United Way Human Service Planing Committee assume <br />responsibility of the Proposal Committee (currently a <br />committee of the Family Issues Task Force) and continue <br /> <br /> <br />
