42 <br /> <br />3) <br /> <br />working to bring United Family Services' consumer credit <br />counseling and family counseling services to Cabarrus County. <br />That the Cabarrus County Board of Commissioners provide funds <br />for community services that will have a positive impact on <br />infant mortality such as the recently proposed funds to <br />provide additional medical personnel, including physicians, <br />to the Cabarrus County Health Department. <br />That the Concord-Cabarrus County Chamber of Commerce and the <br />Kannapolis Chamber of Commerce convene a coalition including <br />representatives from the school systems, local business and <br />industry, local human service agencies, the religious <br />community, and the United Way to discuss the relationship <br />between business, families and education. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter and <br />unanimously carried, the Board accepted the report and recommendations of the <br />Family Issues Task Force of the United Way as presented by Mr. Billy Philpot and <br />directed staff to see if there might be some additional appropriate steps to <br />take to implement the proposals. <br /> The Board received the correspondence from Ms. Cynthia Fades, Personnel <br />Officer, requesting clarification of the County's Personnel Ordinance relative <br />to Active Military Status for employees who are members of the National Guard <br />or Armed Forces Reserve. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimoUsly carried, the Board adopted the following amendment to the Cabarrus <br />County Personnel Ordinance. <br /> <br />ARTICLE VI. Leaves of Absence <br />Section 26. Military Leave <br /> <br /> Permanent employees who are members of the National Guard or <br />Armed Forces Reserve will be allowed ten (10) workdays per year <br />military training leave. If the compensation received while on <br />military leave is less than the salary that would have been earned <br />during this same period as a County employee, the employee shall <br />receive partial compensation equal to the difference in the base <br />salary earned as a reservist or guardsman and the salary that would <br />have been earned during this same period as a County employee. The <br />effect will be to maintain the employee's salary at the normal level <br />during this period. If this military duty is required beyond this <br />ten (10) workday period, the employee shall be eligible to take <br />accumulated annual leave, or be placed in a leave-without-pay <br />status. Reservists called to active duty, with no training period <br />preceding the active duty, shall be allowed to charge up to ten days <br />per year of active duty as military training and receive pay for <br />these days. While taking military leave with partial pay or without <br />pay, the employee's leave credits and other benefits shall continue <br />to accrue as if the employee physically remained with the County <br />during this period. Regular employees who are guardsmen and <br />reservists have all job rights specified in the Veterans <br />Readjustment Assistance Act. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to add to the agenda discussion of the <br />Tourism Authority and its Executive Director. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the inclusion of the Executive <br />Director of the Tourism Authority as a County employee for those accounting, <br />payroll, and benefit purposes and to exclude the Executive Director from other <br />benefits under the Cabarrus County Personnel Ordinance. The benefits to be <br />provided to the Executive Director shall be determined by the Tourism Authority <br />with Cabarrus County to be reimbursed by the Authority for the cost of all <br />benefits. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the request from Dean Christy, Chairman <br />of the Share Cabarrus Festival, for the use of County property for the Share <br />Cabarrus Festival on Saturday, May 18, 1991, and for the Nocturne Griterium on <br />Friday, May 17. <br /> <br /> <br />
