51 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Auditorium of the Historic Cabarrus Courthouse in Concord, North <br />Carolina on Monday, March 4, 1991, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Commissioner: Jeffrey L. Barnhart <br /> Also present were Mr. Michael M. Ruffin, County Manager, and Ms. Frankie <br />F. Small, Clerk to the Board. <br /> The meeting was called to order at 6:30 P.M. by Chairman Simmons. <br /> The invocation was given by Reverend Donald F. Beaty of the Central United <br />Methodist Church in Concord, North Carolina. <br /> The Board held a brief ceremony in memory of PFC Kenneth J. Jackson of <br />the 1454th Transportation Company of the National Guard and SSG Billy J. Holder <br />of the 485 Army Reserve Training Unit. PFC Jackson died on February 17, 1991 <br />in Saudi Arabia while serving in Operation Desert Storm. SSG Holder died on <br />February 20, 1991 at Fort Jackson, South Carolina during training exercises in <br />support of Operation Desert Storm. <br /> Chairman Simmons read the following resolutions which were then presented <br />to the family members of PFC Jackson and SSG Holder by Commissioner Carpenter. <br /> <br />A RESOLUTION TO PROCLAIM <br />KENNETH JEROME JACKSON DAY IN <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />WHEREAS, <br /> <br />the people of Cabarrus County are eternally indebted to <br />the United States Armed Forces and especially the North <br />Carolina National Guard Unit, 1454 Transportation <br />Company, for their service to our nation; and <br /> <br />WHEREAS, <br /> <br />these men and women have selflessly and tirelessly <br />devoted themselves to their duty in the defense of our <br />nation and in support of the world community through the <br />enforcement of Resolutions adopted by the United <br />Nations; and <br /> <br />WHEREAS, <br /> <br />the overwhelming success of Operation Desert Storm was <br />only possible through the efforts of those hundreds of <br />thousands of Americans and allied coalition partners who <br />planned, prepared and conducted one of the most <br />successful military actions in the history of the world; <br />and <br /> <br />WHEREAS, <br /> <br />each person serving in the Persian Gulf during Operation <br />Desert Storm made an enormous sacrifice for the cause <br />of peace in the world, but none sacrificed more than <br />those who gave their lives for the success of Operation <br />Desert Storm and for the cause of peace throughout the <br />world; and <br /> <br />WHEREAS, <br /> <br />Kenneth Jerome Jackson, of our community, was one of <br />those who died during that conflict, and who, in the <br />words of Abraham Lincoln at Gettysburg, "gave the last <br />full measure of devotion". <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of <br /> the County of Cabarrus do on this date suspend its proceedings <br /> to offer a moment of silent prayer and meditation for Kenneth <br /> Jerome Jackson in commemoration of his sacrifice and for his <br /> family and friends who greatly mourn his loss. <br /> <br />BE IT FURTHER RESOLVED that the Board of County Commissioners of the <br /> County of Cabarrus, North Carolina, hereby proclaims March 10, <br /> 1991, KENNETH JEROME JACKSON DAY in honor of Kenneth Jerome <br /> Jackson and his family, so that we may express our <br /> appreciation to them and honor their sacrifice permanently in <br /> the records of this great County. <br /> <br />Adopted this the 4th day of March, 1991. <br /> <br /> <br />
