76 <br /> <br />Kannapolis Boards of Education. He indicated that this was strictly a social <br />function and that no public business would be discussed. <br /> Mr. Ruffin reminded the Board that the March 18' meeting had been <br />rescheduled to 6:30 P.M. on Monday, March 25, 1991, due to the National <br />Association of Counties Legislative Conference to be held in Washington, D. C. <br />on March 15-19. <br /> <br />OTHER BUSINESS <br /> <br /> Chairman Simmons reported that he and Commissioner Barnhart had met with <br />the Cabarrus County and the Kannapolis City Boards of Education Chairmen, school <br />administrators, and some members of the County's legislative delegation on March <br />2 to discuss alternate methods of funding for the public schools. These options <br />included the current method of funding by the Board of Commissioners through <br />general tax revenues; (2) a supplemental school tax approved by the voters; (3) <br />local legislation to give the school board the authority to levy a tax; or (4) <br />local legislation to give full authority to the school boards to issue their own <br />bonds. Chairman Simmons stated each school board chairman was going to discuss <br />the issue with their respective boards and a second meeting would be held on <br />March 23. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter, Hamby, and Payne voting for, the <br />Board added to the agenda an item relative to attorney's fees for the airport <br />litigation. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter and Payne vottng for and <br />Commissioner Hamby voting against, the Board removed the maximum amounts set by <br />the Board on December 3, 1990 to be paid to Attorneys Thomas McNeely and W. G. <br />Alexander. The Board further agreed to allow the County Attorney to oversee <br />the work of these attorneys for the county. <br /> <br />REPORTS <br /> <br /> The Board received the following certified results from the Board of <br />Elections for the Richfield-M£senheimer fire district election held on February <br />12 at the Northeast Fire Station. <br /> <br />Cabarrus County <br /> <br />For Tax Levy 10 <br />Against Tax Levy 6 <br /> <br />Stanly Gounty <br /> <br />For Tax Levy 234 <br />Against Tax Levy 33 <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 8:35 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
