89 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in t~e Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Cogcord, North Carolina on Monday, April 1, 1991, at 6:30 P.M. <br /> Presen~ o Chairman: Billy J. Simmons, Jr. <br /> Vice-Chairman: Jeffrey L. Barnhart <br /> Commissioners: Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons was absent for the first portion of the meeting. Vice- <br />Chairman Barnhart called the meeting to order at 6:30 P.M. and presided in the <br />Chairman's absence° <br /> The invocation was given by Reverend John Boyd of the Calvary Lutheran <br />Church. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Carpenter and Vice-Chairman Barnhart voting for, <br />the Board approved the addition of the following roads to the State road system: <br />Jake Tucker Road, Gray Bark Road, and Snowcrest Drive. <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, Hamby and Vice-Chairman Barnhart voting for, the <br />Board authorized the Department of Aging to submit an application for Title III <br />Older American Act Funds, Social Service Block Grant Funds, and Special State <br />Funds for Aging Services and authorized Chairman Simmons to execute the grant <br />application on behalf of Cabarrus County.
