95 <br /> <br />Building Inspection, General Services, Service Garage and Sheriff's Department. <br />In deleting the mechanic position for the Service Garage, the Board directed the <br />County Manager to decrease the County fleet of vehicles to a number which current <br />staff can adequately maintain. Also, the Board reviewed the request for <br />additional patrol deputies by Sheriff Robert Canaday. After lengthy discussion, <br />the Board by consensus agreed to add four new positions for Fiscal Year 1991- <br />1992 and four new positions for Fiscal Year 1994-1995. During discussion of <br />personnel matters, the Board deleted the $50,000.00 set aside in the expansion <br />budget for merit increases. It was noted that sufficient funds are budgeted for <br />merit increases as the expansion budget includes a recommended 6 1/2 percent <br />cost-of-living raise instead of 5 percent. <br /> <br />Equipment: <br />len~thlnky reviewing the equipment requests by various departments, there was <br /> discussion relative to the number of requests for personal computers. <br />The Board requested Commissioner Barnhart to discuss the possibility of a <br />computer network system with Mr. Richard Russell, Management Information System <br />(MIS) Director. Also, the Board asked Commissioner Barnhart to discuss the <br />current status of the Geographic Information System (GIS) with Mr. Russell and <br />to ascertain any anticipated future costs to the county. During review of the <br />equipment requests, the Board gave tentative approval for the purchase of a <br />dictaphone/recorder for the Animal Shelter subject to confirmation by the County <br />Attorney of the legality of the intended use of the equipment. <br /> <br />Contributions to Other Funds: <br /> There was no change to the recommended appropriations for Rowan-Cabarrus <br />Community College and the Carolinas Transportation Compact, and the Board by <br />consensus approved the $5,000.00 appropriation to Historic Cabarrus. In <br />addition, the Board by consensus agreed to a $5,000.00 appropriation to the <br />Bicentennial Commission provided that this funding is matched by outside <br />contributions. The Board briefly discussed the request for a $30,000.00 <br />contribution by the Carolinas Partnership for economic development purposes. <br />Commissioner Barnhart is to discuss this request in greater detail with Mr. Tony <br />Tucker, Executive Director of the Greater Cabarrus County Economic Development <br />Corporation. <br /> <br /> Commissioner Hamby left the meeting at 9:00 P.M.
