96

Requirements for Demolition Landfills, as amended through March
1, 1989. A copy of the applicable regulations is attached for
reference under this agreement.
Meet with the North Carolina Solid Waste Section to review the
permitting requirements for this project.
Make a site visit to the landfill to review a preliminary draft
of the plans and reports with the landfill supervisor, and
review site conditions.
Send a final set of the plans and reports to the Health
Director for final review prior to submittal to the Solid Waste
Section.
Submit four sets of the final plans and reports to the Solid
Waste Section for review and permitting.
Address any comments (subject to the conditions outlined below)
from the Solid Waste Section and resubmit the plans and
reports, if necessary.

As we have discussed, we are proposing to complete these work tasks for a lump
sum fee of $5,000. Our proposed fee is based upon the scope of services
described above and subject to the assumptions listed below. Conditions that
deviate from these assumptions, which require additional services on the part
of CDM, will require an amendment to this agreement for additional funding.

It is assumed that drainage ditches which are shown on the
plans to channel storm water to an existing sedimentation basin
will be sufficient for an erosion control plan. In addition,
we have specified that the seeding specification used in the
landfill expansion plans is adequate for use on the demolition
area. If the Solid Waste Section or DEM Land Quality require
that ditch sizing and/or sedimentation basin calculations, or
a formal erosion control plan be submitted, these services
will be considered outside the scope of this agreement.
During our meeting with the Solid Waste Section, staff stated
that certain parts of Sections .0506 and .0507 would not have
to be submitted because the demolition area was going to be on
a permitted sanitary landfill site. These parts are as
follows: Section .0506(1)(a) i-iii; (1)(b); (2)(d). If the
Solid Waste Section requires that information be submitted in
accordance with these Sections, these services will be
considered outside the scope of this agreement.
Under Sections .0506 (1)(e) and (2)(h), the Solid Waste Section
has the right to request "any other information pertinent to
the suitability of the proposed site or the proposed
operational plan". If the Section requires additional
information under these Sections, this work will be considered
out of the scope of this agreement.

Camp Dresser & McKee appreciates this opportunity to continue to assist Cabarrus
County with your solid waste management program. I have enclosed three copies
of this agreement. Please provide an authorizing signature in the space below
and return two copies to me.
