109 <br /> <br />OTHER BUSINESS <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to add to the agenda a Joint Resolution <br />with the City of Concord and the City of Kannapolis relative to the watershed <br />classification for a portion of the Yadkin Coddle Creek Watershed. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following "Joint Resolution" and <br />authorized the Chairman to execute a cover letter to the State specifying that <br />the Board of Commissioners is requesting a classification of WS II or higher for <br />that area of the Yadkin Coddle Creek Watershed located above the Coddle Creek <br />Reservoir dam. <br /> <br />JOINT RESOLUTION <br /> <br />A Joint Resolution By the City of Kannapolis, The City of Concord <br />and The County of Cabarrus, North Carolina Calling For the Removal <br />of the Drinking Water Watershed Designation for a Portion of the <br />Yadkin Coddle Creek Watershed. <br /> <br />WHEREAS, the Yadkin Coddle Creek Watershed from its source to a <br /> point below NC 49 is designated a drinking water <br /> watershed; and <br />WHEREAS, the State of North Carolina is in the process of <br /> instituting a program designed to significantly control <br /> development in drinking water watersheds in order to <br /> lessen the potential of pollution within those <br /> watersheds, and; <br />WHEREAS, Cabarrus County is in the process of constructing a <br /> drinking water impoundment on Yadkin Coddle Creek with <br /> a dam at NC73, which impoundment will capture an <br /> estimated seven (7) billion gallons of water for <br /> drinking water purposes; and, <br />WHEREAS, the remainder of the Yadkin Coddle Creek Watershed, <br /> which is not a part of the impoundment and draining, <br /> forms a land area of major consequence for economic <br /> development both present and future, for the <br /> Governmental Units involved; and, <br />WHEREAS, the Governmental Units involved conclude that the best <br /> plan for the Yadkin Coddle Creek Watershed is to protect <br /> the impoundment and its draining watershed for drinking <br /> water purposes while permitting the remainder of the <br /> watershed to be developed consistent with the plans of <br /> the local unit of government with jurisdiction but <br /> without the constraints of the Drinking Water Watershed <br /> Program. <br />NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of <br />Kannapolis, the Board of Aldermen of the City of Concord, and the <br />Board of Commissioners of the County of Cabarrus request as follows: <br />1. That the Drinking Water Impoundment on Yadkin Coddle <br />Creek now under construction and its drainage area from <br />its source to the dam in the vicinity of NC73 be <br />classified a drinking water watershed. <br /> 2.
