Simmons, Jr, <br />Chairman of the Board of <br />Commissioners, Cabarrus County <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to add to the agenda the contract for Title <br />V services with the L.I.F.E. Center. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the Chairman to execute the "Title V <br />Senior Community Service Employment Program Commitment of Financial Support and <br />Cooperative Activities" between the Cabarrus County Department of Aging and the <br />L.I.F.E. Center for the Department to receive the services of Ozena Jones for <br />the period July 1, 1991 to June 30, 1992 at a cost of $623.00 to the County. <br /> Mr. Michael M. Ruffin, County Manager, announced the following meetings <br />which are scheduled for the Board of Commissioners. <br /> <br />April 22 - 12 Noon - Carolinas Partnership Meeting - Cabarrus Country Club <br />April 22 - 6:00 P.M. - Report to the People - Agricultural Extension <br /> Center <br />April 22 7:30 P.M. Board of Commissioners with the Cabarrus County <br /> Board of Education - Governmental Center <br />May 6 - 10:00 A.M. Fieldcrest Cannon Executive Office Tour and lunch <br />May 6 - 5:00 P.M. Dinner at the Piedmont Area Mental Health Center <br />June 3 - 5:00 P.M. Dinner at the Social Services Department <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to add to the agenda discussion <br />relative to the request for turn lanes for the new Senior Center. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the Chairman to execute a letter to <br />Mr. James Nance, member of the Board of Transportation, requesting the <br />construction of appropriate turn lanes at the new Senior Center. <br /> Commissioner Payne reported that Representative Coy Privette had indicated <br />that the turn lanes would be installed within a period of six weeks. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to add two property dispositions to the <br />agenda. <br /> Mr. Fletcher Hartsell, Jr., County Attorney, reported that it had been <br />determined that a cattle catch pen formerly belonging to Mr. F. A. Rankin and <br />consisting of .552 acres was not needed for the Coddle Creek Reservoir. He <br />further stated that in accordance with the original purchase contract that Mr. <br />Rankin had the right of first refusal to repurchase the property from the County <br />at a cost of $1,139.88. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board declared the .552 acre of property consisting of <br />the cattle catch pen formerly owned by Mr. F. A. Rankin as surplus to the needs <br />of the County and authorized the Chairman to execute the deed to return the .552 <br />acres, the "catch-pen", to Mr. Rankin at a cost of $1,139.88. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the County Manager to advertise for <br />ten days the proposed sale by negotiated offer of the .552 acres of property <br />formerly belonging to Mr. F. A. Rankin and located in the Coddle Creek Reservoir <br />project area. <br /> Mr. Hartsell reported that a relative of Mrs. Ruby Adams had made an offer <br />of $800.00 to acquire and move the house formerly belonging to Mrs. Adams and <br />located on the edge of the Reservoir area. Again, he noted that the contract <br />for the original purchase of the property included the provision for the right <br />of first refusal by the Adams family in regards to the sale of the property. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board declared the house formerly belonging to Mrs. <br />Ruby Adams and located in the Coddle Creek Reservoir area as surplus to the <br />needs of Cabarrus County and authorized the sale of the house at a cost of <br />$800.00 subject to upset bids. The Board further authorized the advertisement <br />of the sale of the house by negotiated offer, pursuant to contract, and subject <br />to upset bid. <br /> Chairman Simmons recessed the meeting until the conclusion of the meeting <br />of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Simmons reconvened the meeting. <br /> <br /> <br />
