Simmons, Jr, Chairman of the Board of Commissioners, Cabarrus County UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and unanimously carried, the Board moved to add to the agenda the contract for Title V services with the L.I.F.E. Center. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and unanimously carried, the Board authorized the Chairman to execute the "Title V Senior Community Service Employment Program Commitment of Financial Support and Cooperative Activities" between the Cabarrus County Department of Aging and the L.I.F.E. Center for the Department to receive the services of Ozena Jones for the period July 1, 1991 to June 30, 1992 at a cost of $623.00 to the County. Mr. Michael M. Ruffin, County Manager, announced the following meetings which are scheduled for the Board of Commissioners. April 22 - 12 Noon - Carolinas Partnership Meeting - Cabarrus Country Club April 22 - 6:00 P.M. - Report to the People - Agricultural Extension Center April 22 7:30 P.M. Board of Commissioners with the Cabarrus County Board of Education - Governmental Center May 6 - 10:00 A.M. Fieldcrest Cannon Executive Office Tour and lunch May 6 - 5:00 P.M. Dinner at the Piedmont Area Mental Health Center June 3 - 5:00 P.M. Dinner at the Social Services Department UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter and unanimously carried, the Board moved to add to the agenda discussion relative to the request for turn lanes for the new Senior Center. UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and unanimously carried, the Board authorized the Chairman to execute a letter to Mr. James Nance, member of the Board of Transportation, requesting the construction of appropriate turn lanes at the new Senior Center. Commissioner Payne reported that Representative Coy Privette had indicated that the turn lanes would be installed within a period of six weeks. UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and unanimously carried, the Board moved to add two property dispositions to the agenda. Mr. Fletcher Hartsell, Jr., County Attorney, reported that it had been determined that a cattle catch pen formerly belonging to Mr. F. A. Rankin and consisting of .552 acres was not needed for the Coddle Creek Reservoir. He further stated that in accordance with the original purchase contract that Mr. Rankin had the right of first refusal to repurchase the property from the County at a cost of $1,139.88. UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and unanimously carried, the Board declared the .552 acre of property consisting of the cattle catch pen formerly owned by Mr. F. A. Rankin as surplus to the needs of the County and authorized the Chairman to execute the deed to return the .552 acres, the "catch-pen", to Mr. Rankin at a cost of $1,139.88. UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and unanimously carried, the Board authorized the County Manager to advertise for ten days the proposed sale by negotiated offer of the .552 acres of property formerly belonging to Mr. F. A. Rankin and located in the Coddle Creek Reservoir project area. Mr. Hartsell reported that a relative of Mrs. Ruby Adams had made an offer of $800.00 to acquire and move the house formerly belonging to Mrs. Adams and located on the edge of the Reservoir area. Again, he noted that the contract for the original purchase of the property included the provision for the right of first refusal by the Adams family in regards to the sale of the property. UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and unanimously carried, the Board declared the house formerly belonging to Mrs. Ruby Adams and located in the Coddle Creek Reservoir area as surplus to the needs of Cabarrus County and authorized the sale of the house at a cost of $800.00 subject to upset bids. The Board further authorized the advertisement of the sale of the house by negotiated offer, pursuant to contract, and subject to upset bid. Chairman Simmons recessed the meeting until the conclusion of the meeting of the Board of Commissioners for the Water and Sewer District. Chairman Simmons reconvened the meeting.
