100 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted "A Small Area Plan for the Northwestern <br />Area" as approved by the Cabarrus County Planning Board on August 15, 1990 and <br />presented to the Board of Commissioners on January 21, 1991. The area of the <br />planning study was defined on the north and west by the borders with <br />Mecklenburg, Iredell and Rowan Counties, and to the east by the city limits of <br />Kannapolis. The southern boundary of the small area was North Carolina Highway <br />73 West. <br /> <br />NEW BUSINESS <br /> <br />UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and <br />unanimously carried, the minutes of March 16, 1991 were approved as written. <br /> Ms. Jeanne Dixon, Chairperson of the Cabarrus County Recruitment <br />Committee, presented the goals and objectives of the Committee along with its <br />recommendations for the Board's consideration. The Committee, which was <br />comprised of minority employees and employees in non-traditional positions, was <br />formed in March 1990 to address the concern that minorities in professional <br />positions and employees in non-traditional position were under-represented in <br />the County's workforce. Members of the Committee were as follows: Cynthia <br />Eades, Jo Atwater, Michelle Davis, Huey Garvin, Karen Cagler, Karen Roberts, and <br />Marsha Grayson. Recommendations of the Committee were as follows: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />Recruitment <br />A. Increase outreach efforts; <br />B. Develop a promotion from within policy; <br />C. Review minimum qualifications for all positions to <br /> ensure applicants with an "equivalent combination of <br /> education and experience" are being considered for <br /> position vacancies; and <br />D. Identify one single location for applying for County <br /> vacancies. <br />Education - <br />A. Increase and/or provide training for employees responsible <br /> for hiring; <br />B. Encourage "positive attitudes" and professionalism among <br /> all levels of employees. <br />C. Distribute a payroll flyer to inform all employees of findings <br /> and recommendations made by Employment Committee. <br /> Internship <br />A. Paid internships; <br />B. Internships sponsored with Federal or State funds; and <br />C. Voluntary internships where student receives no pay from <br /> County. <br />On-the-Job Training - <br />A. Identify classes of positions where a training class can be <br /> created. <br />B. Identify career paths in County Government and the training <br /> an employee should obtain to progress along that career path. <br />Develop and Maintain a Voluntary Affirmative Action Plan for <br /> all County Departments. <br /> Establish a County Personnel Department. <br /> <br /> Mr. Michael M. Ruffin, County Manager, noted that several of the <br />Committee's recommendations have been implemented and others are included in the <br />proposed budget for Fiscal Year 1991-1992. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board of Commissioners moved to go on record in support <br />of Equal Employment Opportunity and delegated the responsibility of carrying out <br />the policy to the County Manager who is to bring items to the Board for <br />consideration from time to time as budget needs are necessary. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the contract with Potter & Company, <br />P.A., for preparation of the annual County audit for the period July 1, 1990 to <br />June 30, 1991, at a cost of $25,150.00 plus report reproduction costs. The <br />following funds and account groups will be subjected to the audit procedures: <br />General Fund, Capital Project Fund (7) Projects, General Fixed Assets Group of <br />Accounts, General Long-Term Debt Group of Accounts, and Enterprise Fund (2) <br />Water and Sewer Funds. <br /> <br /> <br />
