114 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Cabarrus County Governmental Center in Concord, North Carolina, <br />on Monday, May 6, 1991, at 6:30 P.M. This regular meeting was held at the <br />conclusion of the annual dinner at 5:00 P.M. with the local members of the <br />Piedmont Area Mental Health Authority at the Mental Health facility. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons called the regular meeting of the Board to order at 6:30 <br /> <br />P.M. <br /> <br /> The invocation was given by Reverend Carl Barr of the Midway United <br />Methodist Church. <br /> Commissioner Barnhart requested that the minutes of April 1, 1991 be <br />corrected as follows: <br /> <br />Page 91 - Change name from Bob Cain to Bob King as a resident of the <br /> proposed water and sewer district in the Midland area <br />Page 92 - Correct following typographical error in first line: "Planning" <br /> <br /> Chairman Simmons asked that the minutes of April 8 on Page 95 be amended <br />to reflect that the recommended cost-of-living raise included in the proposed <br />expansion budget was 6 1/2 percent rather than 5 percent and would provide <br />funding for merit increases. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the minutes of March 25, April 1, and April 8, 1991, <br />were approved as amended. <br /> <br />NEW BUSINESS <br /> <br /> Mr. Aubrey Attkisson, Emergency Medical Services Director, thanked the <br />Board and the citizens of Cabarrus County for their support of Emergency Medical <br />Services. <br /> Chairman Simmons read the nominations for outstanding service as submitted <br />by Mr. Attkisson to the Centralina Council of Governments for regional awards. <br />Commissioner Hamby presented Certificates of Recognition to each of the following <br />persons. <br /> <br />James Bryant Kiser - Emergency Medical Technician <br />Dennis McClure - Telecommunicator <br />Pamela McClure - Emergency Department Nurse <br /> <br /> The Board also recognized Mr. Michael Stafford, who was unable to attend <br />the meeting, for his service to the community as an Emergency Medical Technician <br />and Volunteer. <br /> Chairman Simmons commended Mr. Attkisson and his staff for the outstanding <br />service provided by that department. A Proclamation designating the week of May <br />12-18, 1991, as Emergency Medical Services Week in Cabarrus County was presented <br />as follows: <br /> <br /> CABARRUS COUNTY <br />North Carolina <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />Emergency Medical Services personnel provide essential <br />lifesaving medical care to the citizens of Cabarrus <br />County; and <br /> <br />WHEREAS, <br /> <br />several hundred emergency medical technicians, <br />paramedics, emergency room physicians and nurses are <br />involved in providing emergency care around the clock; <br />and <br /> <br />WHEREAS, <br /> <br />a large number of these individuals unselfishly <br />volunteer their time to provide this valuable service; <br />and <br /> <br />WHEREAS, <br /> <br />recognition is due these individuals who serve on behalf <br />of all Cabarrus County residents. <br /> <br /> <br />
