Bonds <br />Clerk to the Board <br /> <br />UNFINISHED BUSINESS <br /> <br /> Chairman Simmons reported that the Reorganization Committee had made the <br />following recommendations in response to the questions raised by the Board at <br />its meeting on April 15 relative to the proposed reorganization of County <br />Government. <br /> <br />(1) <br /> <br />(2) <br /> <br />Micrographics function does not have to be in the vault in the <br />Governmental Center and that area can be maintained by the <br />Register of Deeds. <br />Emergency Management Service/Fire Marshal personnel must <br />remain under the State Personnel Act if that department <br />becomes a division of the Sheriff's Department <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the reorganization of County Government <br />effective 3uly 1, 1991 as follows. <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br />(5) <br /> <br />(6) <br /> <br />Addressing and Inspections will become a division of the <br />Planning and Zoning Department. <br />Tax Collector's Office will become a division of the Finance <br />Department and will retain the name of Tax Collector's Office. <br />Fire Marshal/Emergency Management Office will become a <br />division of the Sheriff's Department with those personnel to <br />remain under the State Personnel Act. <br />The Library will become a division of Parks and Recreation. <br />Printing and Micrographics will become a division of <br />Management Information Systems (MIS). <br />Fleet Management will become a division of General Services. <br /> <br /> Chairman Simmons announced that the proposed Assistant County Manager <br />position will be discussed during budget review sessions. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the Law Engineering Proposal No. 013MIC <br />(Revised 4/19/91) for Construction Testing and Inspection Services for the <br />Coddle Creek Dam project and authorized the Chairman to execute the Law <br />Engineering Proposal Acceptance Sheet on behalf of Cabarrus County. Pursuant <br />to the terms of the proposal, Law Engineering will perform reporting, testing <br />and inspection services for this project relative to soils, piles, concrete, <br />roller compacted concrete, and asphaltic concrete paving. Estimated cost of <br />services was set at $220,000.00, including $20,000.00 for higher liability <br />insurance limits, with costs for the services to be billed in accordance with <br />the Fee Schedule submitted with the proposal for such services as technician and <br />engineering time, laboratory tests, and associated travel costs. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />Whereas our well-being depends on the production of ample food, <br />fiber and other products of the soil; and <br /> <br /> <br />
