116 <br /> <br />Whereas the quality and quantity of these products depends on the <br />conservation, wise use and proper management of soil and water <br />resources; and <br /> <br />Whereas protection of our water from pollution depends on sound <br />conservation practices; and <br /> <br />Whereas conservation districts provide a practical and democratic <br />organization through which landowners take the initiative to <br />conserve and make proper use of these resources; and <br /> <br />Whereas the conservation movement is carrying forward a program of <br />soil and water conservation in cooperation with numerous agencies <br />and countless individuals: <br /> <br />Therefore I, in full appreciation of the value of our soil and water <br />to the public welfare, and desiring to honor those who protect those <br />resources, do hereby proclaim April 28 through May 5, 1991 <br /> <br />SOIL AND WATER STEWARDSHIP WEEK <br /> <br />In witness whereof I have hereunto set my hand and caused the seal <br />of Cabarrus County to be affixed. <br /> <br />/s/ Billy J. Simmons, Jr, <br />Signature <br />April 25, 1991 <br />Date <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the finalization of the sale by <br />negotiated offer in the amount of $500.00 of a mobile home located upon property <br />in the Coddle Creek Reservoir area and formerly owned by Adeeb and Flora Nashif. <br />The Notice of Offer to Purchase Property had been published on April 8, 1991 and <br />no upset bids were received. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized Chairman Simmons to sign the <br />"Certificate of Substantial Completion" for the Cabarrus County Senior Center. <br />This Certificate had been signed by Mr. David R. Polston, Architect, and Mr. <br />George W. Liles, Jr., President of G. W. Liles Construction Company, Inc. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board granted permission to Cannon Village for a <br />fireworks display on June 29, 1991, in downtown Kannapolis.
