140 <br /> <br /> Mr. Bob Stark, Consultant, presented information relative to the <br />application process and eligible activities for the Community Development Block <br />Grant Program administered by the North Carolina Department of Economic and <br />Community Development. <br /> Chairman Simmons opened the public hearing relative to the Community <br />Development Block Grant Program application process. There was no one presen~ <br />to speak either for or against the program and the public hearing was closed. <br /> At 8:15 P.M., Chairman Simmons opened the second public hearing for the <br />Community Development Block Grant Program. Mr. Bob Stark, Consultant, described <br />the County's 1991 Community Revitalization Application for grant monies under <br />the Community Development Block Grant program through the North Carolina <br />Department of Economic and Community Development. The proposed activities for <br />the Revitalization of the Vickers Road and Kingsway Road area were as follows: <br /> <br />Rehabilitation of 17 homes <br />Installation of 3,712 LF of <br />8" sewer, 17 home connections <br />Administration <br />Local Option Water Line Installation <br />TOTAL <br /> <br />$153,500 <br /> <br /> 47,050 <br /> 20,000 <br /> 33,000 <br />$253,550 <br /> <br />Mr. Stark noted that the County's local matching share for the Revitalization <br />Grant was in the amount of $125,000.00. <br /> There was no one present to speak either for or against the proposed <br />Revitalization Grant application, and the public hearing was closed. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Payne and Carpenter voting for and <br />Commissioner Barnhart voting against, the Board approved the submission of the <br />1991 Community Revitalization Application for grant monies under the Community <br />Development Block Grant program for the Vickers Road and Kingsway Road area as <br />presented by Mr. Bob Stark. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Payne, and Carpenter voting for and <br />Commissioner Barnhart voting against, the Board authorized the Chairman to <br />execute the 1991 Community Revitalization Application for grant monies under <br />the Community Development Block Grant program as presented by Mr. Bob Stark for <br />the Vickers Road and Kingsway Road area. <br /> Chairman Simmons suggested that members of the audience may wish to write <br />the local legislative delegation regarding proposed cuts in schools funding by <br />the State. Cuts presently being considered include the phasing out of energy <br />costs for the schools, a $10 million reduction in textbook allotments, and a <br />reduction in the number Of supervisors and coordinators. He noted that these <br />expenses would be passed on to the County and could erase the gains in classroom <br />funding by the County. Also, Chairman Simmons shared a copy of an <br />Administrative Alert from the North Carolina Association of County Commissioners <br />listing current tax rates and tax levy collection rates for all counties in the <br />state. He pointed out that the average tax rate is 67 cents per $100 valuation <br />and that Cabarrus County ranks 15th in total property tax levy collected in the <br />state. In conclusion, Chairman Simmons remarked on the cost efficiency in <br />operating Cabarrus County government. <br /> Chairman Simmons appointed Commissioner Carpenter to work with the <br />Chambers of Commerce and local school boards in presenting a unified voice with <br />the legislative delegation relative to concern about the proposed State budget <br />cuts and their effect on city and county taxes. <br /> Chairman Simmons suggested that a letter be sent to the legislative <br />delegation re-emphasizing the Board's decision that the proposed Recall <br />legislation should apply to all elected boards and that the people should be <br />given an opportunity to vote on the issue. <br /> Chairman Simmons reminded the Board of a meeting with the Cabarrus County <br />Board of Education at 7:30 P.M. on Monday, June 3, 1991 in the Auditorium of the <br />Historic Courthouse to review the proposed County Schools budget. <br /> '~ There being no further business to come before the Board, Chairman Simmons <br />recessed the meeting until 8:30 A.M. on Friday, May 17, 1991. <br /> <br />Clerk to the Board <br /> <br /> <br />
