139 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Cabarrus County Board <br />of Commissioners that the following road projects, and their stated <br />purpose, are endorsed in Cabarrus County: <br /> <br />TO PROVIDE IMPROVED TRAFFIC CIRCULATION: <br /> <br /> 1. The construction of the westslde bypass from N.C. <br />136/Rainbow Drive to Highway 49 (projects U-2009 and R-2246). <br /> 2. The feasibility of alternatives to the proposed <br />extension of NC 136 from Corban Avenue/Highway 73 east to South <br />Union Street/Highway 601 Business (project U-530). Area residents <br />and the Commissioners are opposed to the extension as now proposed. <br /> 3. The feasibility study of an eastern bypass extending <br />from the 1-85/Earnhardt Road interchange to Highway 601 south of <br />Concord. <br /> <br />TO IMPROVE ACCESS TO VARIOUS AREAS OF THE COUNTY: <br /> 1. The construction of a new alignment for Earnhardt Road <br />(SR 2126) from the existing Earnhardt Road to Centergrove Road (SR <br />2014) on a new location <br /> 2. The construction of a connector road from Highway 29 to <br />N.C. 136 basically paralleling the Carolina Mall property, on a new <br />location, to provide improved access to Cabarrus Memorial Hospital. <br /> 3. The construction of the Kings Grant-Charlotte Motor <br />Speedway/I-85 interchange and connector road. <br /> 4. The feasibility study of an additional section of N.C. <br />136, linking the Kannapolls loop road to N.C. 136/Mooresville Road <br /> 5. The feasibility of an extension of Brookwood Avenue to <br />the proposed Eastside bypass. <br /> <br />TO INCREASE TRAFFIC CAPACITY OF EXISTING FACILITIES <br /> 1. The improvement of N.C. 49 to either a 4 lane divided or <br />a 5 lane urban facility. This improvement would run from the <br />Harrisburg City limits to the Mount Pleasant City limits. <br /> 2. The improvement of Highway 73 from 1-77 in Mecklenburg <br />County to U.S. 29 in Concord. <br /> 3. The widening of the existing section of N.C. 136 to a 5 <br />lane urban section <br /> 4. Simmons, Jr., Chairman <br /> <br /> The motion by Commissioner Hamby to amend the previous resolution to <br />delete the following sentence from the item relative to the NC 136 extension <br />failed for lack of second: "Area residents and the Commissioners are opposed to <br />the extension as now proposed". <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to add to the agenda the discussion of a <br />city/county regional zoning proposal. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved in principle a city/county regional <br />zoning proposal whereby there would be one county-wide planning agency and a <br />county-wide planning and zoning board which would work from one zoning ordinance <br />and one land use plan. The proposed county-wide planning agency would operate <br />in a similar method as the current building inspections operation for the <br />county, and funding for such a planning agency would be provided through a user <br />fee or on a per capita basis by the municipalities and the county. The Board <br />directed that a letter be sent to each of the mayors outlining the city/county <br />planning proposal; and if the municipalities are interested in the idea, a <br />committee consisting of members of the board of commissioners and governing <br />boards from each of the municipalities will be appointed along with staff <br />members to formulate a definite proposal. At such time a feasible plan is <br />prepared, a joint meeting of all boards will be held to determine if the cities <br />and county can move forward with the city/county planning and zoning concept. <br /> <br /> <br />
