<br /> 5. It shall be unlawful for any person, firm, or corporation, who for
<br />consideration installs, alters, or restores any insulation or other materials
<br />or energy utilization equipment designed or intended to meet the State Building
<br />Code requirements for insulation and energy utilization standards, to begin work
<br />without first securing a permit. N.C,G,S,. § 143-151.29. This requirement
<br />shall not apply to an owner working upon his own building or to an installer
<br />working under the supervision of a registered architect or professional
<br />engineer, whose name and registration number shall appear upon the face of the
<br />permit. N,C,G.S. § 143-151.31.
<br /> 6. It shall be unlawful to commence or proceed with construction on any
<br />building or structure requiring a fire sprinkler without first obtaining a Fire
<br />Sprinkler Permit.
<br /> 7. It shall be unlawful to commence or proceed with the installation,
<br />extension, or general repair of any plumbing system without first securing a
<br />permit. N,C.G,S. § 153A-357.
<br /> 8. It shall be unlawful to commence or proceed with the installation,
<br />extension, or general repair of any heating or cooling equipment system without
<br />first securing a permit. N,C,G.S, § 153A-357.
<br /> 9. It shall be unlawful to commence or proceed with the installation,
<br />extension, alteration, or general repair of any electrical wiring, devices,
<br />appliances, or equipment without first securing a permit. N,C.G,S, § 153A-357.
<br /> 10. The following municipalities shall be subject to the requirements of
<br />the County Building Inspection Department regarding issuance of permits, fees,
<br />and inspections: Concord, Harrisburg, Kannapolis, and Mt. Pleasant.
<br />
<br /> Section 2. Application.
<br /> 1. Application for such permits shall be made to the Inspection
<br />Department and shall be accompanied by plans and specifications showing the
<br />proposed work.
<br /> 2. No permit shall be issued unless the plans and specifications are
<br />identified by the name and author thereof. N,C.G,S. § 153A-357.

<br /> Section 3. Approval of Plans.
<br /> Such applications with plans and specifications shall be referred to the
<br />building inspector, who shall examine the same to determine whether the proposed
<br />construction or alteration will comply with the ordinance provisions relative
<br />thereto. The building inspector shall retain one set of plans and
<br />specifications. No permit shall be issued until after approval of the plans.

<br /> Section 4. Variations.
<br /> 1. It shall be unlawful to vary, change, or deviate from the terms of the
<br />application, the plans and specifications, or the permit, except, if the change
<br />or deviation is clearly permissible under the State Building Code, it may not
<br />be made until specific written approval of the proposed change or deviation has
<br />been obtained from the Inspection Department. N,C.G,S, § 153A-359.
<br /> 2. It shall be unlawful to proceed with work on a project after a
<br />Plumbing, Heating, Insulation, Cooling, Fire Sprinkler, or Electrical Contractor
<br />has been released or dismissed from the job without first obtaining a letter of
<br />release from the structure's or building's owner and the contractor. Upon
<br />receipt of the release, the Inspection Department shall issue a permit for a new
<br />contractor.
<br />
<br /> Section 5. Inspections.
<br /> 1. The county building inspector shall also serve as building inspector
<br />for the following municipalities: Concord, Harrisburg, Kannapolis, and Mt.
<br />Pleasant.
<br /> 2. As the work pursuant to a permit progresses, local inspectors shall
<br />make as many inspections of the work as may be necessary to satisfy them that
<br />it is being done according to the provisions of the applicable state and local
<br />laws and local ordinances and regulations and the terms of the permit. In
<br />exercising this power, each member of the Inspection Department has a right,
<br />upon presentation of proper credentials, to enter on any premises within the
<br />territorial jurisdiction of the department at any reasonable hour for the
<br />purposes of inspection or other enforcement action. N.C,G.S, § 153A-360.
<br /> 3. The Inspection Department shall make periodic inspections, subject to
<br />the Board of Commissioners' directions, for unsafe, unsanitary, or otherwise
<br />hazardous and unlawful conditions in buildings within its territorial
<br />Jurisdiction. In addition, it shall make any necessary inspections when it has
<br />reason to believe that such conditions may exist in a particular building. In
<br />exercising these powers, each member of the Inspection Department has a right,
