131 UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and unanimously carried, the Board referred the request by Mr. Mike Yost, Owner of Carolina Environmental Services, Inc., for commercial waste collection to the Health Board and requested that a recommendation be returned to the Board as to the approval or denial of the franchise request. UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and unanimously carried, the Board approved the application by the Concord Fire · Department for medical First Responder agency status and authorized the Department to act as a First Responder Agency in Cabarrus County. Mr. Norris 3ames, Building Inspections Supervisor, reviewed the proposed Ordinance entitled "An Amended Ordinance for Issuing Permits and Prescribing Fees for Permits and Inspections for Cabarrus County". The following corrections to the proposed Ordinance were presented: CORRECTIONS Page 4 - Section 4, Item 1 - Add the word "not" on the 4th line. ..... under the State Building Code, it may not be made until specific written approval has been obtained from the Inspection Department. Page 9 - Section 4, Item 4 - Add the words "and not paid in full" at the end of the sentence to read as follows: 4. No permits will be issued under the billing procedure above if the applicant's account is 60 or more days in arrears and not paid in full. Page 12 - Renumber Item 17 as Item 14. Page 12 - Add the following as Item 15. 15. This ordinance is effective upon adoption and repeals all prior ordinance provisions in conflict therewith. UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and unanimously carried, the Board adopted the following Ordinance entitled "An Amended Ordinance for Issuing Permits and Prescribing Fees for Permits and Inspections for Gabarrus County" as corrected. AN AMENDED ORDINANCE FOR ISSUING PERMITS AND PRESCRIBING FEES FOR PERMITS AND INSPECTIONS FOR CABARRUS COUNTY WHEREAS, regulating conditions in buildings, structures, or premises is necessary for the protection of occupants of buildings or structures and members of the public at large, the Board of Commissioners for the County of Cabarrus therefore declares that it is the policy of this county to preserve and protect the public health, safety, and welfare of the general public and of all persons residing in this county by requiring adequate and safe buildings and structures, and that procedures for the issuance of permits and fees and regulations for inspections are necessary to achieve these goals. BE IT ORDAINED by the Board of Commissioners for the County of Cabarrus that the following rules and regulations shall apply to all those who construct or alter any building in the county. Section 1. Permit Required. 1. It shall be unlawful for any person to build, construct, repair, remodel, insulate, add to, move, or demolish any structure or building within Cabarrus County without first having secured a permit for the proposed work. 2. It shall be unlawful to initiate work on any proposed project before a permit is obtained. A fee equal to two times the permit fee will be assessed for a violation of this section. 3. A permit is not required for any construction, installation, repair, replacement, or alteration costing five thousand dollars ($5,000.00) or less in any single-family residence or farm building unless the work involves: the addition, repair, or replacement of load-bearing structures; the addition (excluding replacement of same size and capacity) or change in the design of plumbing; the addition, replacement, or change in the design of heating, air conditioning, or electrical wiring, devices, appliances, or equipment, the use of materials not permitted by the North Carolina Uniform Residential Building Code; or the addition (excluding replacement of like grade of fire resistance) of roofing. N,C.G,S, § 143-138 (b). 4. It shall be unlawful to commence or proceed with any new construction without first obtaining an Insulation Permit.
