131 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br /> unanimously carried, the Board referred the request by Mr. Mike Yost, Owner of <br /> Carolina Environmental Services, Inc., for commercial waste collection to the <br /> Health Board and requested that a recommendation be returned to the Board as to <br /> the approval or denial of the franchise request. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br /> unanimously carried, the Board approved the application by the Concord Fire <br /> <br />· Department for medical First Responder agency status and authorized the <br /> Department to act as a First Responder Agency in Cabarrus County. <br /> Mr. Norris 3ames, Building Inspections Supervisor, reviewed the proposed <br /> Ordinance entitled "An Amended Ordinance for Issuing Permits and Prescribing <br /> Fees for Permits and Inspections for Cabarrus County". The following <br /> corrections to the proposed Ordinance were presented: <br /> <br />CORRECTIONS <br /> <br />Page 4 - Section 4, Item 1 - Add the word "not" on the 4th line. <br />..... under the State Building Code, it may not be made <br />until specific written approval has been obtained from <br />the Inspection Department. <br />Page 9 - Section 4, Item 4 - Add the words "and not paid in full" <br />at the end of the sentence to read as follows: <br />4. No permits will be issued under the billing <br />procedure above if the applicant's account is 60 or more <br />days in arrears and not paid in full. <br />Page 12 - Renumber Item 17 as Item 14. <br />Page 12 - Add the following as Item 15. <br /> 15. This ordinance is effective upon adoption and <br /> repeals all prior ordinance provisions in conflict <br /> therewith. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Ordinance entitled "An <br />Amended Ordinance for Issuing Permits and Prescribing Fees for Permits and <br />Inspections for Gabarrus County" as corrected. <br /> <br />AN AMENDED ORDINANCE FOR ISSUING PERMITS AND PRESCRIBING <br /> FEES FOR PERMITS AND INSPECTIONS FOR CABARRUS COUNTY <br /> <br /> WHEREAS, regulating conditions in buildings, structures, or premises is <br />necessary for the protection of occupants of buildings or structures and members <br />of the public at large, the Board of Commissioners for the County of Cabarrus <br />therefore declares that it is the policy of this county to preserve and protect <br />the public health, safety, and welfare of the general public and of all persons <br />residing in this county by requiring adequate and safe buildings and structures, <br />and that procedures for the issuance of permits and fees and regulations for <br />inspections are necessary to achieve these goals. <br /> BE IT ORDAINED by the Board of Commissioners for the County of Cabarrus <br />that the following rules and regulations shall apply to all those who construct <br />or alter any building in the county. <br /> <br /> Section 1. Permit Required. <br /> 1. It shall be unlawful for any person to build, construct, repair, <br />remodel, insulate, add to, move, or demolish any structure or building within <br />Cabarrus County without first having secured a permit for the proposed work. <br /> 2. It shall be unlawful to initiate work on any proposed project before <br />a permit is obtained. A fee equal to two times the permit fee will be assessed <br />for a violation of this section. <br /> 3. A permit is not required for any construction, installation, repair, <br />replacement, or alteration costing five thousand dollars ($5,000.00) or less in <br />any single-family residence or farm building unless the work involves: the <br />addition, repair, or replacement of load-bearing structures; the addition <br />(excluding replacement of same size and capacity) or change in the design of <br />plumbing; the addition, replacement, or change in the design of heating, air <br />conditioning, or electrical wiring, devices, appliances, or equipment, the use <br />of materials not permitted by the North Carolina Uniform Residential Building <br />Code; or the addition (excluding replacement of like grade of fire resistance) <br />of roofing. N,C.G,S, § 143-138 (b). <br /> 4. It shall be unlawful to commence or proceed with any new construction <br />without first obtaining an Insulation Permit. <br /> <br /> <br />
