179 <br /> <br /> Mr. Steve Little, Parks and Recreation Director, reviewed a proposal by <br />Mr. James Eagle, President of Eagle Promotions, to use Frank Liske Park on the <br />weekend of October 25-27, 1991 for an event, "Carolina Fire Flies", which would <br />utilize 200 hot-air balloons as the primary entertainment at the Park (daytime) <br />and Blockbuster Pavilion (nighttime). According to Mr. Little, Eagle Promotions <br />would pay all direct expenses incurred during the weekend and would charge an <br />admission fee for the event. Cabarrus County would close the park to the <br />general public on those dates and would receive an established percentage of <br />weekend profits from Eagle Promotions. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the Parks and Recreation Director, <br />County Manager, and County Attorney to move forward with the proposal by Eagle <br />Promotions for "Carolina Fire Flies" and to keep the Board updated on plans for <br />the event. <br /> At 7:00 P.M., Chairman Simmons announced that this was the date and hour <br />for a public hearing to consider a proposed Zoning Atlas amendment and Mobile <br />Home Park Ordinance amendment. Dr. Nancy Randall, Planning Board Chairperson, <br />presented the amendments as recommended by the Planning Board. <br /> <br />ZONING ATLAS AMENDMENT <br /> <br />Petition 91-06 (SU), AB & T Properties, off Highway 29, part of Map/PIN <br />5509-10-7085. Wishes to rezone from C-4 to I-2/SU. The Planning and <br />Zoning Commission voted 5-4 to approve this rezoning. <br /> <br /> Dr. Randall reported that a letter had been received from Ms. Margie W. <br />Blackwelder, petitioner, requesting that Petition 91-06 (SU) be tabled as she <br />had been unable to get all necessary work completed due to one of her sons <br />having a serious accident. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board changed the second regular meeting in July from <br />6:30 P.M. on Monday, July 15, to 6:30 P.M. on Monday, July 22, as several Board <br />members will be attending the National Association of Counties Annual Conference <br />in Salt Lake City. <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Simmons and <br />unanimously carried, the Board tabled Petition 91-06(SU) until the meeting on <br />July 22, 1991, with the petitioner to pay for the re-advertising of the public <br />hearing notice. <br /> <br />MOBILE HOME PARK ORDINANCE AMENDMENT <br /> <br />Petition 91-01 (M), Cabarrus County Planning and Zoning Department, <br />Section C "Development Requirement", Number 21. Delete the requirements <br />that internal mobile home park roads have a minimum right-of-way for 45 <br />feet and add requirements for utility easements. The Planning and Zoning <br />Commission voted 9-0 to approve this amendment. <br /> <br /> Chairman Simmons opened the public hearing for this petition at 7:12 P.M. <br />There was no one present to speak either for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved petition 91-01(M) as presented to amend <br />the Mobile Home Park Ordinance as follows: <br /> <br />Section Number and Name: Section C "Development Requirements", <br />Number 21 <br />Purpose of Change: Delete the requirement that internal mobile home <br />park roads have a minimum right-of-way of 45' <br /> <br /> Chairman Simmons complimented the Planning Department for its preparation <br />of the recent Public Affairs Bulletin. <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following Maternal Health Program and <br />Family Planning Program Fee Scales as follows: <br /> <br /> <br />
