The Board delayed adoption <br />of the agreement until later in the meeting. <br /> Chairman Simmons asked if any one were present who wished to address the <br />Board regarding the proposed agreement for the Pitts Volunteer Fire Department. <br />There was no one present who wished to comment relative to the proposed <br />agreement. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the following change order for the <br />addition to the Department of Social Services. <br /> <br />Change Order No. 1 <br />Contractor: Hinson Electrical Contractors of Kannapolis, Inc. <br />Contract for: Electrical Work <br />Description of Changes: Install six light fixtures furnished by <br />owner in lieu of six type A2 light fixtures required by contract. <br />Credit owner for cost of fixtures. DECREASE contract by $312.00. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized Chairman Simmons to execute the <br />Certificate of Substantial Completion by Hinson Electrical Contractors for the <br />Electrical Contract for the Social Services Addition. <br /> Ms. Angela Ferguson, Director of Aging, reviewed the following proposed <br />policies for the Cabarrus County Senior Center: Disruptive Behavior Policy, <br />Policy on Children in the Senior Center, and Consignment Shop Policy and <br />Procedures. She also presented the recommendation from the Council on Aging <br />Advisory Board that the multi-purpose room at the Center be named "The Cannon <br />Multi-Purpose Room" and the Library/Conference Room "The Barnes Library". <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following three policies for the <br />Senior Center as amended on an interim basis. <br /> <br />CABARRUS COUNTY SENIOR CENTER <br />DISRUPTIVE BEHAVIOR POLICY <br /> <br />In order to provide senior adults with continued pleasant, enriching <br />and healthful activities, the center's staff shall take the <br />following steps in preventing repeated disruption by individual <br />participants: <br /> <br />When a participant's behavior disrupts activities or programs of the <br />center or when a participant is verbally abusive to other <br />participants or staff, that behavior will be reported to the Senior <br />Center Coordinator. <br /> <br />The Senior Center Coordinator will arrange to counsel with the <br />participant. A confidential file will be maintained on the <br />incident(s) of disruptive behavior. In addition, the steps taken <br />by the coordinator to curtail the disruptive behavior will also be <br />documented. <br /> <br />After oral warnings are given to the participant by the duly <br />authorized staff, he/she will report the participant to the Senior <br />Center Director. The Director will in turn present the situation <br />to the Council on Aging Advisory Board. The Cabarrus County <br />Advisory Board will schedule a joint conference with the disruptive <br />participant. This same procedure will apply to those participants <br />who are verbally abusive to the staff. <br /> <br />In the joint conference the disruptive participant will be informed <br />of his/her disruptive behavior and how it impacts negatively on <br />other participants and/or staff. They will then be informed that <br />such behavior is not tolerated in the center. The Cabarrus County <br />Advisory Board will then inform the disruptive participants that <br />he/she cannot attend the center's activities or programs for thirty <br />(30) days. <br /> <br />Return is at the discretion of the Cabarrus County Aging Advisory <br />Board. <br /> <br /> <br />
