253 <br /> <br />7. Roads shall be designed to assure convenient access to parks, <br /> playgrounds, schools and other places of public assembly. Curb, <br /> guttering and sidewalks shall be required when lots are 20,000 <br /> square feet or less. Sidewalks are required on one side of all <br /> roads designated local residential streets as defined in this <br /> ordinance. <br />8. The dedication of half roads at the perimeter of a new sub- <br /> division shall be prohibited. Where there exists a half road <br /> in a adjoining subdivision, the remaining half shall be <br /> provided by the proposed subdivision. <br />9. Local street should be limited to a maximum of one thousand (1,000) <br /> feet unless unusual topography or land configuration requires <br /> otherwise. (Design Standards are set by Department of <br /> Transportation) <br /> 10. Distance between street intersections shall not be longer than 1,600 <br /> feet except in subdivisions with an average lot size of over one <br /> acre in which case street intersections shall not be spaced more <br /> than 2,000 feet apart. The Planning and Zoning Commission may allow <br /> longer distances where a longer distance will reduce the number of <br /> railroad grade crossings, major stream crossings, or where longer <br /> distances will result in less traffic through residential <br /> subdivisions from adjoining business or industrial areas. <br /> 11. Where a subdivision or planned development entrance road is <br /> projected to accommodate over 900 vehicles per day, a second <br /> entrance may be required where feasible and such access is desirable <br /> to facilitate neighborhood planning. As an alternative where a <br /> second entrance is not feasible a single median entrance meeting <br /> North Carolina Department of Transportation standards may be <br /> required. Median entrance shall extend to the first internal street <br /> intersection and be fronted by open space or reverse frontage lots. <br /> 12. Where a subdivision is proposed adjacent to an arterial or <br /> collector, and access is proposed onto the road, the Planning and <br /> Zoning Commission may require left turn storage or right turn <br /> deceleration lanes on to the road(s) or intersection(s). These <br /> shall be constructed and striped to North Carolina Department of <br /> Transportation standards to permit the safe and free flow of <br /> traffic. Left turn lanes shall be considered as a requirement in <br /> development with over 75 units. <br /> 13. Where a subdivision is proposed adjacent to a thoroughfare other <br /> than a limited access highway which has an inadequate right-of-way <br /> according to the Cabarrus County Thoroughfare Plan, the Planning and <br /> Zoning Commission, shall require that the property owner dedicate <br /> such right-of-way along his/her property as is necessary to bring <br /> the right-of-way up to Thoroughfare Plan standards, for that portion <br /> of the thoroughfare. <br /> 14. Whenever a tract of land to be subdivided includes any part of the <br /> proposed right-of-way for a limited access highway as shown on the <br /> County Thoroughfare Plan and said proposed right-of-way has been <br /> further defined by acceptable location procedures sufficient to <br /> tdentify properties to be affected, the right-of-way for the limited <br /> access highway shall be reserved and remain undeveloped pending <br /> future acquisition by the State or other governmental unit. The <br /> subdivider shall reserve the proposed right-of-way for a period not <br /> to exceed three (3) years from the date of approval of the <br /> preliminary plat, after which the land shall be considered as free <br /> as reservation. <br />Proposed private roads should be built to North Carolina Department of <br />Transportation Standards. At the discretion of the Planning Commission <br />private roads may be allowed which do not meet the State DOT standards if <br />the subdivision consists of ten or less lots, the division would preserve <br />a natural area, or the road would not be accepted by the State even if <br />built to DOT standards because of the low housing density or length. If <br />the proposed or existing lot density is less than two (2) lots per 1/10th <br />of a mile, then the following private road provisions shall not be used. <br />1. Private roads under 2,500 feet shall have a fo~ty-five (45) foot <br /> right-of-way. Roads over 2,500 feet shall have a fifty (50) foot <br /> right-of-way. <br />2. There are three classes of other private roads established. Class <br /> A roads serve 7-10 lots, Class B roads serve 4-6 lots, and Class C <br /> roads serve 1-3 lots. <br /> <br /> <br />
