254 <br /> <br />Class A roads shall meet NCDOT design and improvement requirements <br />except that paving shall not be required after an initial 25' apron. <br />This apron must be at least 18' feet in width. <br />Class B and C roads shall meet the following standards: <br />a. Class B roads shall have a graveled travelway of at least <br /> twelve (12) feet after an initial 25' apron. Class C roads <br /> shall have a graveled travelway of at least eight (8) feet <br /> after an initial 25' apron. The travelway shall have at least <br /> four (4) inches of packed gravel. (The 25' apron must be at <br /> least 18' in width). <br />b. Excessive grades (above 12 percent) shall be avoided except <br /> in extreme conditions. <br />c. Roadway drainage shall be approved by the County Engineer or <br /> an approved consultant. <br />d. Shoulders shall be at least four (4) feet and be stabilized <br /> with seeding, sodding, or mulch to prevent erosion. <br />e. Ail areas disturbed by the construction of the road, including <br /> the shoulders, ditch bands, cut and fill slopes and barrow <br /> areas shall be seeded in permanent vegetation to stabilize the <br /> soil and prevent erosion. Seeding should be done immediately <br /> after grading is completed. <br /> f. Curves shall be constructed with a minimum centerline radius <br /> of 125 feet. <br />g. Vehicle turn around areas shall be provided at the end of all <br /> dead end roads. The turn-around will be built in a manner as <br /> to provide an adequate turning radius for emergency vehicles <br /> (minimum radius 40 feet). <br />h. The subdivider is responsible for obtaining a permit for <br /> access to a state maintained road. <br />A disclosure statement shall be recorded with all deeds transferring <br />property along a private road. Such disclosure statement shall <br />explain how the road will be maintained and make the buyer fully <br />aware that the road is a private road and that access may or may <br />not be considered acceptable by lending institutions in the future. <br /> <br />SECTION 4.11 <br /> <br />DESIGN STANDARDS FOR EASEMENTS <br /> <br />mo <br /> <br />Easements for underground or above§round utilities shall be provided along <br />the front of the lot as to provide for installation of utilities and <br />access for maintenance. Such easement shall be at least ten (10) feet in <br />width and located immediately adjacent to the road right-of-way. <br />Additional easements maybe used at the rear and side property lines with <br />a fifteen width minimum. Ail easements shall have access to the road. <br />Easements for streams or drainageways shall be located generally along <br />rear or side lot lines, except that easements for drainage of surface <br />waters from four lots or less may cross lots at such other points as the <br />Planning and Zoning Commission finds will not pose a hazard to persons or <br />property. Utilities will be permitted in drainage easements only upon <br />the approval of the Planning and Zoning Commission. <br />A buffer strip of twenty-five (25) feet in width shall be required by the <br />Planning and Zoning Commission adjacent to a major thoroughfare or to a <br />commercial or industrial development. This buffer strip shall be part of <br />the platted lot, and shall be reserved for the combination of planting of <br />trees and shrubs, fencing or earthen berm by the subdivider. The specific <br />screening strip shall be reviewed and approved at the preliminary plat <br />review. <br /> <br />SECTION 4.12 MONUMENTS <br />Unless otherwisespecified by this ordinance, the standards of practice for land <br />surveying as adopted by the North Carolina State Board of Registration for <br />Professional Engineers and Land Surveyors, under provisions of North Carolina <br />General Statute Chapter 39, Article 5A shall apply. <br /> <br /> SECTION 4.13 CONSTRUCTION PROCEDURES <br />A. No construction or installation of improvements shall commence in a <br /> proposed subdivision until the preliminary plat has been approved, and all <br /> plans and specifications for roads, utilities and sedimentation and <br /> erosion control have been approved by the appropriate authorities. <br />B. During the construction phase the proposed road when adjoining an existing <br /> paved road, shall have a gravelway of at least one hundred (100) feet in <br /> <br /> <br />
