271 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 5, 1991, at 6:30 P.M. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons called the meeting to order at 6:35 P.M. <br /> The invocation was given by Reverend William Nix of the Glorieta Baptist <br />Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of July 1 and July 8, 1991 were approved as <br />written. <br /> A ceremony was held in recognition of the 13 volunteers who were among the <br />more than 800 volunteers nationwide chosen by the National Association of <br />Counties (NACo) to be included in the County Points of Light Program. This <br />program was sponsored by NACo to recognize those average citizens who have <br />contributed to their community and country through volunteering and to whom <br />President George Bush, when campaigning for President in 1988, referred to as <br />"1,000 Points of Light". Chairman Simmons read comments about each volunteer <br />and described the service each provides to the community. The volunteers and <br />the programs they serve were as follows. <br /> <br />Cabarrus County Nutrition Program for the Elderly <br />Mattie Anthony <br />John Bost <br />Lucille Cline <br />Olivia Wilkes <br /> <br />Cabarrus County Department of Aging <br />Sue Casper <br />Earl Clayton <br />Webb Linker <br />Martha Miller <br /> <br />Department of Aging Health Screening Program <br />Atha Smith <br />Edith Walker <br /> <br />Other Volunteers <br />Brady Black - "Helping Agriculture" <br />Susan Christy - Department of Social Services <br />John Lentz Board of Health <br /> <br />Foster Children/Elderly <br /> <br /> Commissioner Carpenter presented certificates to the volunteers with the <br />exception of Ms. Lucille Cline, Ms. Olivia Wilkes, and Mr. Earl Clayton who were <br />unable to attend the meeting. In recognizing the volunteers, Chairman Simmons <br />expressed the Board's appreciation not only to those selected for the County <br />Points of Light Program but to all the volunteers in the county for their <br />services to Cabarrus County. <br /> Chairman Simmons recognized Mr. Blair Bennett, Finance Director, for <br />receiving the Certificate of Achievement for Excellence in Financial Reporting <br />from the Government Finance Officers Association of the United States and Canada <br />(GFOA). The Certificate of Achievement is the highest form of recognition in <br />the area of governmental accounting and finance reporting. Commissioner <br />Carpenter presented the Certificate to Mr. Bennett. <br /> <br />UNFINISHED BUSINESS <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following appointments to the <br />Cabarrus County Transportation Advisory Board as recommended by their respective <br /> <br />agencies.
