275 policy guidance for, and exercise oversight with respect to activities under the job training plan for the Centralina Service Delivery Area, in partnership with the Centralina Job Training Consortium; and WHEREAS, the Centralina Council of Governments has been selected by the Centralina Job Training Consortium and the Centralina Private Industry Council as the administrative entity for the JTPA program in this Service Delivery Area; and WHEREAS, Job Training Partnership Act permits the Governor to redesignate service delivery areas biennially; and Wq4EREAS, the Centralina Private Industry Council has gone on record recommending redesignation of the Centralina Service Delivery Area; and WHEREAS, the Centralina Job Training Consortium, the Centralina Private Industry Council, and the Centralina Council of Governments Job Training Partnership Act administrative unit have successfully fulfilled the provisions of the Job Training Partnership Act; and WHEREAS, the Centralina Job Training Consortium Chairman is authorized to act on behalf of the Consortium to enter into contractual and other agreements and to accept service delivery area status, if such is offered to the Consortium, NOW THEREFORE BE IT RESOLVED: That the Cabarrus County Board of Commissioners joins with the Centralina Council of Governments and the Centralina Private Industry Council in a request to Governor Martin that the Centralina Service Delivery Area be redesignated as such for purposes of the Job Training Partnership Act effective July 1, 1992. Simmons, Jr. Chairman, Board of Commissioners UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and unanimously carried, the Board added consideration of a budget amendment for the Sheriff's Department/Jail to the agenda. Sheriff Robert Canaday reviewed the bids received for Uniform Clothing for Fiscal Year 1991-1992 and recommended the award of the contract to the low bidder, American Uniform Company, in the amount of $11,997.90. He pointed out that the bid was based on an estimated number of articles that would be needed during the year and the actual number of items purchased could vary slightly. The bids received were as follows: Bidder American Uniform Sales, Inc. R & R Uniforms dba Hub-Stinnette Uniforms Robert's Uniforms Bid Bond Cert. Check Amount X $11,997.90 X X $13,080.00 $13,594.00 UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and unanimously carried, the Board awarded the contract for Sheriff's Department uniforms to the low bidder, American Uniform Sales, Inc., in the amount of $11,997.90 for the Fiscal Year 1991-1992. Sheriff Canaday requested funding to hire a part-time employee for the Jail Food Service Division. He stated that the daily population in the jail has increased and there is a lack of adequate personnel to keep the meals prepared and served in a timely manner. During his presentation, Sheriff Canaday advised the Board that he would not request a permanent full-time employee for this position. Motion was made by Commissioner Hamby and seconded by Commissioner Carpenter to approve the budget amendment to appropriate funds in the amount of $4,56~.00 for the addition of a part-time food service employee (Account 103) for the Jail. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and unanimously carried, the Board amended the motion by Commissioner Hamby to appropriate funds in the amount of $4,563.00 for the addition of a temporary part-time food service employee (Account 104) for the Jail.
