275 <br /> <br />policy guidance for, and exercise oversight with respect to <br />activities under the job training plan for the Centralina Service <br />Delivery Area, in partnership with the Centralina Job Training <br />Consortium; and <br /> WHEREAS, the Centralina Council of Governments has been <br />selected by the Centralina Job Training Consortium and the <br />Centralina Private Industry Council as the administrative entity for <br />the JTPA program in this Service Delivery Area; and <br /> WHEREAS, Job Training Partnership Act permits the Governor to <br />redesignate service delivery areas biennially; and <br /> Wq4EREAS, the Centralina Private Industry Council has gone on <br />record recommending redesignation of the Centralina Service Delivery <br />Area; and <br /> WHEREAS, the Centralina Job Training Consortium, the <br />Centralina Private Industry Council, and the Centralina Council of <br />Governments Job Training Partnership Act administrative unit have <br />successfully fulfilled the provisions of the Job Training <br />Partnership Act; and <br /> WHEREAS, the Centralina Job Training Consortium Chairman is <br />authorized to act on behalf of the Consortium to enter into <br />contractual and other agreements and to accept service delivery area <br />status, if such is offered to the Consortium, <br /> NOW THEREFORE BE IT RESOLVED: That the Cabarrus County Board <br />of Commissioners joins with the Centralina Council of Governments <br />and the Centralina Private Industry Council in a request to Governor <br />Martin that the Centralina Service Delivery Area be redesignated as <br />such for purposes of the Job Training Partnership Act effective July <br />1, 1992. <br />Adopted this the 5th day of August, 1991. <br /> <br />ATTEST: <br />/s/ Frankie F. Simmons, Jr. <br />Chairman, Board of Commissioners <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board added consideration of a budget amendment for the <br />Sheriff's Department/Jail to the agenda. <br /> Sheriff Robert Canaday reviewed the bids received for Uniform Clothing <br />for Fiscal Year 1991-1992 and recommended the award of the contract to the low <br />bidder, American Uniform Company, in the amount of $11,997.90. He pointed out <br />that the bid was based on an estimated number of articles that would be needed <br />during the year and the actual number of items purchased could vary slightly. <br />The bids received were as follows: <br /> <br />Bidder <br />American Uniform Sales, Inc. <br />R & R Uniforms dba <br /> Hub-Stinnette Uniforms <br />Robert's Uniforms <br /> <br />Bid Bond Cert. Check Amount <br /> X $11,997.90 <br /> <br />X <br /> <br />X <br /> <br />$13,080.00 <br />$13,594.00 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board awarded the contract for Sheriff's Department <br />uniforms to the low bidder, American Uniform Sales, Inc., in the amount of <br />$11,997.90 for the Fiscal Year 1991-1992. <br /> Sheriff Canaday requested funding to hire a part-time employee for the <br />Jail Food Service Division. He stated that the daily population in the jail has <br />increased and there is a lack of adequate personnel to keep the meals prepared <br />and served in a timely manner. During his presentation, Sheriff Canaday advised <br />the Board that he would not request a permanent full-time employee for this <br />position. <br /> Motion was made by Commissioner Hamby and seconded by Commissioner <br />Carpenter to approve the budget amendment to appropriate funds in the amount of <br />$4,56~.00 for the addition of a part-time food service employee (Account 103) <br />for the Jail. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board amended the motion by Commissioner Hamby to <br />appropriate funds in the amount of $4,563.00 for the addition of a temporary <br />part-time food service employee (Account 104) for the Jail. <br /> <br /> <br />
