277 <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />01-6-17-60-110 189,123.26 <br /> Fund Balance Appropriated <br /> <br />4,069.00 193,192.26 <br /> <br />01-9-32-60-155 <br /> Consultants <br /> <br />3,000.00 4,069.00 7,069.00 <br /> <br /> The Board deferred the appointments to the Community Based Alternatives <br />(CBA) Task Force and Parks and Recreation Advisory Commission until after the <br />executive session. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board rescheduled the first regular meeting in <br />September from 6:30 P.M. on Monday, September 2, to 6:30 P.M. on Tuesday, <br />September 3, due to the Labor Day holiday. <br /> Chairman Simmons recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District Commissioners. <br /> Chairman Simmons reconvened the meeting of the Board at 8:15 P.M. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Simmons opened the meeting for informal public comments. <br /> Mr. Austin Mitchell of Kannapolis presented a draft resolution relative <br />to the pension fund for Cannon Mills retirees and the recent 30 percent <br />reduction in their pensions due to the bankruptcy of Executive Life Insurance <br />Company. Mr. Mitchell's resolution called for the following action: <br /> <br />Therefore be it resolved: That the Cabarrus County Commission <br />requests that the Insurance Commissioner of the State of North <br />Carolina, to immediately raise funds for the purpose of insuring <br />that all retirees, living within the border of the State of North <br />Carolina, receive their full pensions and that the Insurance <br />Commissioner seek to recover misused, lost or misplaced funds from <br />sources responsible, and <br /> <br />Therefore be it resolved: That the Cabarrus County Commission <br />requests the Insurance Commissioner of the State of North Carolina <br />to seek an amendment, to the present statutes, in the North Carolina <br />General Assembly, guaranteeing 100 percent benefits, regardless of <br />what chapter of the bankruptcy statutes the insolvent proceedings <br />are filed, and regardless of the state the receivership is declared <br />in. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board instructed the County Attorney to prepare a <br />resolution for the Board of Commissioners consistent with the draft resolution <br />presented by Mr. Austin Mitchell. Each Board member is to individually sign the <br />resolution prior to its being sent to the Insurance Commissioner. Further, the <br />resolution is to be presented for formal adoption by the Board at its next <br />meeting. <br /> <br />OTHER BUSINESS <br /> <br /> Commissioner Carpenter announced that the North Carolina Department of <br />Transportation will conduct a public hearing at the Harrisburg Elementary School <br />on August 6 at 7:30 P.M. concerning the proposed widening of North Carolina <br />Highway 49. <br /> Chairman Simmons announced that the next Public Affairs Bulletin would <br />contain information regarding the Aging Department/Senior Center and the Fiscal <br />Year 1991-1992 budget. He asked that each Board member review the draft of the <br />newsletter, when completed, and return it to the Planning Department with any <br />revisions. <br /> Chairman Simmons reported that the City of Kannapolis was interested in <br />selling water to Cabarrus County and entering into a reciprocal agreement <br />whereby the City and County could tap on to each other's system at no charge. <br />This matter will be considered further at a later date. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to go into executive session to discuss <br />board appointments, land acquisition, consultation with counsel, personnel <br />matters, and pending litigation. <br /> <br /> <br />
