286 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session in the Commissioners' Meeting Room on Wednesday, August 28, 1991, at 6:30 <br />P.M. for final approval of the contract with CTS Management Company, Inc., for <br />transportation services in Cabarrus County. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Commissioner: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> Chairman Simmons called the meeting to order at 6:35 P.M. <br /> Mr. Mike Byrd, Transportation Planner with the Cabarrus County Planning <br />Department, briefly reviewed the proposed contract and the services which CTS <br />Management Company will be providing in Cabarrus County. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons with <br />Commissioners Hamby and Payne and Chairman Simmons voting for, the Board approved <br />the following contract with CTS Management Company, Inc. <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />HUMAN SERVICE CONTRACT <br /> <br />This contract made and entered into this 28th day of August , 1991, <br />by and between the County of Cabarrus, Post Office Box 707, Concord, North <br />Carolina 28026, hereinafter referred to as the County, and CTS Management <br />Company, Inc., Post Office Box 4717, Wilmington, North Carolina, 28406, <br />hereinafter referred to as CTS. <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the County desires to purchase transportation services at a coordinated <br />and economical rate per mile under the terms and conditions set forth herein; <br />and <br /> <br />WHEREAS, CTS agrees to enter into this contract under the terms and conditions <br />set forth herein; <br /> <br />NOW THEREFORE, in consideration of the mutual agreement, the following articles <br />are set forth: <br /> <br />ARTICLE I. CTS WILL: <br /> <br />A. Provide all administrative and related services to ensure reliable <br />transportation at the lowest possible cost, and will schedule all services on <br />a vehicle/space available basis; <br /> <br />B. Lease County vehicles for the sum of $1.00 each per vehicle per year in <br />providing transportation for the participating human service agencies; and <br />guarantees that the county vehicles will be used as the primary source of <br />vehicles in providing this service; <br /> <br />C. Manage and operate the system for a two-year period beginning September <br />1, 1991 and ending August 31, 1993; with option to renew under the terms of this <br />agreement by mutual consent for one additional year (until August 31, 1994). <br />Managing and operating the system is understood to include: Employing staff and <br />drivers; Purchasing fuel, supplies, and all types of insurance required; Leasing <br />vans and office space; Maintaining and dispatching vans; Maintaining all <br />financial and operations records; Billing the participants for the transportation <br />provided; Coordinating client transportation to provide the maximum number of <br />client trips at the lowest reasonable cost to the agencies; Participating in any <br />vehicle preventive maintenance and driver training programs sponsored by the <br />North Carolina Department of Transportation; Appropriately train and supervise <br />drivers to be sensitive to the special needs of the passengers of the system; <br />and Collecting any special surcharges or gasoline refunds on behalf of the <br />participants (such as surcharge for vehicle replacement); <br /> <br />D. Prepare and submit a statistical performance progress report monthly for <br />presentation to the County, showing the number of agencies participating, miles <br />driven, passengers serviced, system cost for the month, total number of client <br />trips per day and per month, fuel consumed (gallons), total fuel cost, and <br />average fuel cost per gallon, reimbursement rate per mile, total system cost per <br /> <br /> <br />
