319 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, October 7, 1991, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> Chairman Simmons called the meeting to order at 6:35 P.M. <br /> The invocation was given by Reverend Darrell Coble of the Parkwood Baptist <br />Church. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the minutes of September 12, 16, and 18, 1991 were <br />approved as written. <br /> Master Sergeant Jim Rory of the Air National Guard and Petty Officer <br />Margette Hall of ~he Naval Reserve presented a plaque from the National Committee <br />for Employer Support of the Guard and Reserve to Cabarrus County for the County's <br />support of the Guard and Reserve during Operation Desert Storm. They also <br />presented a plaque to Mr. Vernon Jeter of Plastics Manufacturing Company in <br />appreciation for that company's support during Operation Desert Storm. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized numc pro tunc a fireworks display at <br />the Charlotte Motor Speedway on Sunday, October 6, 1991, in conjunction with the <br />running of the Mellow Yello 500. The display was supervised by Southern <br />International Fireworks and a Certificate of Insurance was submitted for the <br />event. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized nunc pro tumc the submission by Mr. <br />Alvin M. Stanford, Cabarrus County Extension Director, of an application to the <br />North Carolina State University - 4-H Department for a grant in the amount of <br />$5,000.00 to hire a 4-H After-School Coordinator. The County's matching share <br />in the amount of $5,000.00 will be provided through in-kind contributions <br />including facilities and supplies already budgeted. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF HEALTH <br />AMOUNT $2,070.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To purchase 23 vials of Hepatitis B Vaccine at a cost of <br /> $90.00 per vial for the employees of the Mt. Pleasant Fire Department. <br /> Check #1645 for $2,070.00 has been received and deposited under <br /> Miscellaneous Health revenue. The Health Department will administer the <br /> vaccine. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget. <br /> <br />01-6-58-60-088 <br />58-01-360 <br /> (Medical Supplies) <br /> <br />$32,921.58 $2,070.00 $34,991.58 <br />$49,258.08 $2,070.00 $51,328.08 <br /> <br /> UPON' MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SHERIFF <br />AMOUNT $4,196.79 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Insurance Payments to county for lightning damage. Request <br /> funds transferred into radio maintenance to continue funding for 1991/92. <br /> <br /> <br />
