<br /> Section 1. The Board of Commissioners hereby finds and declares that it
<br />is in the best interest of the County of Cabarrus to participate, together with
<br />certain other political subdivisions named in the proposed Articles of
<br />Incorporation of the Authority, in the organization of the Authority pursuant
<br />to the provisions of Section 162A-3 of the Act and, accordingly, hereby
<br />determines to organize the Authority pursuant to such Section.
<br /> Section 2. The proposed Articles of Incorporation of the Authority are
<br />as follows:
<br /> ARTICLES OF INCORPORATION
<br /> OF
<br /> THE WATER AND SEWER AUTHORITY OF CABARRUS COUNTY
<br />
<br /> The Articles of Incorporation of the Water and Sewer Authority of Cabarrus
<br />County, an authority organized under the provisions of the North Carolina Water
<br />and Sewer Authorities Act, being Article 1 of Chapter 162A of the General
<br />Statutes of North Carolina, as amended, by the Board of Commissioners for the
<br />County of Cabarrus, North Carolina, the Board of Aldermen of the City of
<br />Concord, North Carolina, the City Council of the City of Kannapolis, North
<br />Carolina, the Town Council of the Town of Harrisburg, North Carolina, and the
<br />Board of Commissioners of the Town of Mount Pleasant, North Carolina, are as
<br />follows:
<br /> (1) The name of such authority shall be the "WATER AND SEWER AUTHORITY
<br />OF CABARRUS COUNTY" (hereinafter referred to as the "Authority").
<br /> (2) The Authority is organized under Section 162A-3 of the North Carolina
<br />Water and Sewer Authorities Act, as amended.
<br /> (3) The names of th6 organizing political subdivisions of the Authority
<br />are the County of Cabarrus, North Carolina, the City of Concord, North Carolina,
<br />the City of Kannapolis, North Carolina, the Town of Harrisburg, North Carolina
<br />and the Town of Mount Pleasant, North Carolina.
<br /> (4) The Authority initially shall have nine members, two appointed by the
<br />Board of Commissioners for the County of Cabarrus, North Carolina, two appointed
<br />by the Board of Aldermen of the City of Concord, North Carolina, two appointed
<br />by the City Council of the City of Kannapolis, North Carolina, one appointed by
<br />the Town Council of the Town of Harrisburg, North Carolina, one appointed by the
<br />Board of Commissioners of the Town of Mount Pleasant, North Carolina, and one
<br />appointed by the Board of Commissioners for Cabarrus County, North Carolina with
<br />the advice of the other organizing political subdivisions.
<br /> The names and addresses of the first members of the Authority appointed
<br />by the Board of Commissioners for the County of Cabarrus, North Carolina are:
