Chairman Simmons announced that this was the date and hour <br />for a public hearing upon a resolution concerning the organization of the Water <br />and Sewer Authority of Cabarrus County in accordance with the provisions of <br />Section 162A-3 of Chapter 162A of the General Statutes of North Carolina, as <br />amended. He asked if anyone were present to speak either for or against the <br />proposed Water and Sewer Authority. <br /> Mr. Tim Hagler, Member of the Harrisburg Town Council and Chairman of the <br />Cabarrus Utilities Board, stated that the Utilities Board supports the Water and <br />Sewer Authority concept as well as the proposed Articles of Incorporation and <br />By-laws but only with the support of all municipalities. <br />Mr. A1 Johnson supported the creation of a Water and Sewer Authority. <br />Mr. Brady Black of Midland stated the need for water and sewer in the <br />Midland Area and favored the formation of a county-wide water and sewer <br />authority. <br /> Mr. Rob Wallace of the Midland area spoke on the importance of water and <br />sewer in the county for industrial growth. He supported the establishment of <br />an entity which would have the authority and responsibility to plan the <br />development of water and sewer services throughout the county. <br /> Mr. Jim Martin, President of the Midland Community Association, stated the <br />need to make a commitment to provide water and sewer services throughout the <br />county. <br /> Mr. Nell Daly, resident of the City of Concord, stated the opposition of <br />Concord Board of Aldermen to the Authority did not represent the entire <br />citizenry of Concord. He further stated in his opinion the Board of Aldermen <br />did not have the best wishes of its residents in mind with its refusal to <br />support the proposed Authority. <br /> Mr. Bill McGee, landowner and businessman, stated the need for water and <br />sewer in the county and urged the establishment of a unified authority to <br />oversee its operation. <br /> There was no one else present to speak regarding the establishment of the <br />proposed Water and Sewer Authority, and Chairman Simmons closed the public <br />hearing at 7:09 P.M. He pointed out that the Water and Sewer Authority could <br />not be formed until the resolution establishing its organization was adopted by <br />the County and all the municipalities. <br /> Chairman Simmons introduced the following resolution which was read: <br /> <br />RESOLUTION CONCERNING THE ORGANIZATION OF THE <br />WATER AND SEWER AUTHORITY OF CABARRUS COUNTY <br />PURSUANT TO THE PROVISIONS OF SECTION 162A-3 <br />OF CHAPTER 162A OF THE GENERAL STATUTES OF <br />NORTH CAROLINA, AS AMENDED. <br /> <br /> WHEREAS, the County of Cabarrus, North Carolina desires to signify its <br />determination to organize the Water and Sewer Authority of Cabarrus County (the <br />"Authority") pursuant to the provisions of the North Carolina Water and Sewer <br />Authorities Act, being Article 1 of Chapter 162A of the General Statutes of <br />North Carolina, as amended (the "Act"); now, therefore, <br /> BE IT RESOLVED by the Board of Commissioners of the County of Gabarrus, <br />North Carolina, as follows: <br /> <br /> <br />
