335 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 21, 1991, at 5:00 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney. In the <br />absence of the Clerk, the minutes were recorded by Chairman Simmons. <br /> Chairman Simmons called the meeting to order at 5:00 P.M. and recessed for <br />dinner. <br /> Chairman Simmons reconvened the meeting at 5:30 P.M. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to go into executive session to discuss <br />personnel and land acquisition as well as for consultation with counsel. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the executive session was adjourned. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following agreement between Cabarrus <br />County and HDR Engineering, Inc. of North Carolina for professional engineering <br />and environmental consulting services for the permit application for the Muddy <br />Creek/Rocky River Wastewater Treatment Plant. <br /> <br />October 3, 1991 <br /> <br />Mr. Billy J. Box 707 <br />Concord, NC 28025 <br /> <br />Re: <br /> <br />Permit Application for Muddy Creek/ <br />Rocky River Wastewater Treatment Plant <br />HDR Project No. 00187-037-018 <br /> <br />Dear Mr. Simmons: <br /> <br />In conjunction with the proposed Cabarrus County Capital <br />Improvements Program and Ten Year Needs Assessment dated December <br />1990 and as amended April 1991, we hereby offer the following <br />amendment to our Miscellaneous Engineering Services Agreement dated <br />August 27, 1985. <br /> <br />HDR will provide professional engineering and environmental <br />consulting services for the development of permit applications and <br />supporting documentation for the Muddy Creek/Rocky River Wastewater <br />Treatment Plant to include the following major components: <br /> <br />State Environmental Assessment <br />Section 404 Clean Water Act (CWA) Permitting <br />National Pollution Discharge Elimination System (NPDES) <br />Permitting <br /> <br />The Scope of Work for each component is described below: <br /> 1. State Environmental Assessment <br /> Existing data will be collected in support of the <br /> environmental document. Data will be collected on area <br /> land use, physiography, existing natural conditions such <br /> as terrestrial and aquatic vegetation (including <br /> wetlands), wildlife and wildlife and fish habitats, <br /> water quality, and the known existence of toxic <br /> substances and/or cultural resources, among others. <br /> The document will contain an analysis of various <br /> alternatives, impacts associated with the preferred <br /> alternative, and potential mitigation scenarios for <br /> project impacts. <br /> <br />Two copies of the document will be submitted to the <br />Division of Environmental Management for a cursory <br />review and comment. HDR will make necessary revisions <br /> <br /> <br />
