336 <br /> <br />and submit 12 copies of the final document for State <br />Clearinghouse review. Pursuant to comments received <br />regarding the EA, additional information will be <br />submitted to the Clearinghouse in support of document <br />recommendations. Such additional information will <br />exclude comprehensive inventories (typically referred <br />to a Phase I Surveys or Audits) of hazardous materials, <br />cultural resources or protected species. Such <br />inventories would constitute additional services, to be <br />performed only if required by the State Clearinghouse. <br /> <br />Section 404 CWA Permitting <br />It is anticipated that the interceptor pipeline will <br />qualify for a Nationwide #12 permit, and that the plant <br />itself can be situation such that wetlands will not be <br />impacted. Assuming this is the case, HDR will provide <br />services in the form of a letter of request to the Corps <br />of Engineers (COE) requesting Nationwide status for the <br />project. Should it become apparent that the project <br />does not qualify for a Nationwide (or District-wide) <br />General Permit, additional data collection and <br />documentation in support of 404 CWA permitting will be <br />considered supplemental services. <br /> <br />o <br /> <br />NPDES Permitting <br />HDR staff will briefly review existing NPDES permits for <br />facilities discharging into common receiving waters. HDR <br />will collect, from various existing sources, available <br />information on instream water quality in the project <br />receiving waters. If it becomes necessary to collect <br />new WQ data (through sampling and WQ analyses) such <br />efforts will be considered supplemental services. <br /> <br />HDR will complete and submit NPDES permit application <br />forms to the Division of Environmental Management for <br />review. HDR will prepare responses to comments <br />regarding the application, excluding data described <br />above as that which would be generated through <br />supplemental services. <br /> <br />The work outlined above is anticipated to be completed within <br />approximately six to eight months, pending no significant changes <br />in the environmental regulatory climate. Periodic progress reports <br />will be provided to advise you as to the status of the permitting <br />processes ongoing. <br /> <br />We propose to perform the permitting work in accordance with Part <br />II of our Agreement dated 08/27/85 (copy attached).
