Watson, Jr., P.E. <br />Project Manager <br /> <br /> Chairman Simmons reported that he had presented the following Briefing <br />Statement at the Annual Planning Conference of the Concord-Cabarrus County <br />Chamber of Commerce held on October 18-19, 1991 in Blowing Rock, North Carolina. <br /> <br />CABARRUS COUNTY <br />BRIEFING SHEET <br /> <br />MAJOR ISSUES FOR 1992 <br /> · Sewer and Water Authority Organization <br /> · Development of County-Wide Planning <br /> · Cost Containment and Stable Tax Rate <br />OTHER ISSUES <br /> · School Bonds <br /> · Elimination of State Reimbursements <br /> · School Merger <br /> · Landfill Direction: Private vs. Public <br /> · Privatization of Government Functions <br />POSSIBLE CHAMBER ACTIONS OR SOLUTIONS <br />· Study the Sewer and Water Authority Proposal, Publicly <br /> Endorse it and Lobby Each Jurisdiction <br />· Study County-Wide Planning and Zoning and Take an Active <br /> Role in Promoting Regionalism <br />· Form a Task Force to Look at Government Functions and <br /> Suggest Changes That May Cost Less <br />· Study Major Finance and Policy Issues and Make <br /> Recommendation Including Alternatives <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following contract between Cabarrus <br />County and the Bicentennial Commission and authorized the Chairman to execute <br />the contract on behalf of the County. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />CONTRACT <br /> <br /> THIS CONTRACT, made and entered into effective the 1st day of <br />July, 1991, by and between CABARRUS COUNTY, a body politic and <br />political subdivision of the State of North Carolina, hereinafter <br />referred to as the "COUNTY", and the CABARRUS COUNTY BICENTENNIAL <br />COMMISSION, INC., a non-profit corporation of Cabarrus County, North <br />Carolina, hereinafter referred to as the "BICENTENNIAL COMMISSION"; <br /> W I T N E S S E T H: that -- <br /> WHEREAS, BICENTENNIAL COMMISSION is a not-for-profit <br />corporation established to promote, support, develop and coordinate <br />the celebration of the bicentennial year of the founding of Cabarrus <br />County, North Carolina; and <br /> WHEREAS, COUNTY and BICENTENNIAL COMMISSION desire to enter <br />into a contract whereby BICENTENNIAL COMMISSION will further <br />promote, support, develop and coordinate the celebration of the <br />bicentennial year of the founding of Cabarrus County; and <br /> WHEREAS, BICENTENNIAL COMMISSION desires to obtain the <br />financial support of COUNTY for a portion of its operating expenses, <br />and in the interests and welfare of its citizens, COUNTY desires to <br />provide financial support for a portion of the expenses incurred by <br />BICENTENNIAL COMMISSION; and <br /> WHEREAS, COUNTY is authorized to contribute and appropriate <br />tax funds to BICENTENNIAL COMMISSION under the provisions of <br />N.C.G.S. 153A-149(c)(6a), 153A-149(6)(14) andN.C.G.S. 160A-488; and <br /> WHEREAS, COUNTY has appropriated the sum of Two Thousand Five <br />Hundred Dollars' ($2,500.00) for the period July 1, 1991 - June 30, <br />1992, to match a similar amount of other donations received by the <br />BICENTENNIAL COMMISSION from the public; and <br /> <br /> <br />
