347 UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and unanimously carried, the Board tabled the item on the agenda relative to the Pretreatment Agreement between the City of Concord and Cabarrus County until the next meeting. The Board received the notification from Ms. Sharon Ritchte,. Interim Director of the Department of Aging, that Reverend Paul Milholland had resigned from the council on Aging Advisory Board effective October 1, 1991. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and unanimously carried, the Board appointed Ms. Betty Babb to the Council on Aging Advisory Board to complete an unexpired term ending December 31, 1992. The Board received the resignation of Mr. Steven L. Shipp as a member of the Community Based Alternatives (CBA) Task Force. UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and unanimously carried, the Board deferred the appointment to fill the vacancy on the Community Based Alternatives (CBA) Task Force until the next meeting. UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and unanimously carried, the Board deferred the scheduling of a public hearing on proposed revenue refunding bonds financed by the Cabarrus County Industrial Facilities and Pollution Control Financing Authority for the Philip Morris Company until after the first of the year as requested by Philip Morris. Chairman Simmons recessed the meeting at 8:00 P.M. until the conclusion of the meeting of the Water and Sewer District. Chairman Simmons reconvened the meeting of the Board of Commissioners. By consensus, the Board added to the agenda a Proclamation for National Textile. Week and a resolution regarding the reapportionment legislation by the North Carolina House of Representatives. UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and unanimously carried, the Board adopted the following Proclamation and authorized the Chairman to execute the Proclamation on behalf of Cabarrus County. PROCLAMATION WHEREAS, it is appropriate and timely that we recognize that the textile industry is a thriving entity of great importance to Cabarrus County and to North Carolina; WHEREAS, we recognize that the textile industry is a major employer, representing many beneficial commercial enterprises in our state, county, and community; WHEREAS, we recognize that textile employees share both a conscientious pride in their daily labors and an honest dedication of time and effort to their churches, schools and civic and community activities; WHEREAS, we recognize that the textile industry is, and will continue to be, vital to the very fabric of our communities and state; NOW, THEREFORE, the Cabarrus County Board of Commissioners does hereby proclaim the week of October 20 26, 1991 as National Textile Week in Cabarrus County and respectfully requests that all who live in Cabarrus County take advantage of this observance to learn more about the textile industry and the many contributions it makes to our county and to the lives of our people.
