347 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board tabled the item on the agenda relative to the <br />Pretreatment Agreement between the City of Concord and Cabarrus County until the <br />next meeting. <br /> The Board received the notification from Ms. Sharon Ritchte,. Interim <br />Director of the Department of Aging, that Reverend Paul Milholland had resigned <br />from the council on Aging Advisory Board effective October 1, 1991. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board appointed Ms. Betty Babb to the Council on Aging <br />Advisory Board to complete an unexpired term ending December 31, 1992. <br /> The Board received the resignation of Mr. Steven L. Shipp as a member of <br />the Community Based Alternatives (CBA) Task Force. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and <br />unanimously carried, the Board deferred the appointment to fill the vacancy on <br />the Community Based Alternatives (CBA) Task Force until the next meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board deferred the scheduling of a public hearing on <br />proposed revenue refunding bonds financed by the Cabarrus County Industrial <br />Facilities and Pollution Control Financing Authority for the Philip Morris <br />Company until after the first of the year as requested by Philip Morris. <br /> Chairman Simmons recessed the meeting at 8:00 P.M. until the conclusion <br />of the meeting of the Water and Sewer District. <br />Chairman Simmons reconvened the meeting of the Board of Commissioners. <br />By consensus, the Board added to the agenda a Proclamation for National <br />Textile. Week and a resolution regarding the reapportionment legislation by the <br />North Carolina House of Representatives. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following Proclamation and authorized <br />the Chairman to execute the Proclamation on behalf of Cabarrus County. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, it is appropriate and timely that we recognize that the <br /> textile industry is a thriving entity of great <br /> importance to Cabarrus County and to North Carolina; <br />WHEREAS, we recognize that the textile industry is a major <br /> employer, representing many beneficial commercial <br /> enterprises in our state, county, and community; <br />WHEREAS, we recognize that textile employees share both a <br /> conscientious pride in their daily labors and an honest <br /> dedication of time and effort to their churches, schools <br /> and civic and community activities; <br />WHEREAS, we recognize that the textile industry is, and will <br /> continue to be, vital to the very fabric of our <br /> communities and state; <br /> NOW, THEREFORE, the Cabarrus County Board of Commissioners <br />does hereby proclaim the week of October 20 26, 1991 as National <br />Textile Week in Cabarrus County and respectfully requests that all <br />who live in Cabarrus County take advantage of this observance to <br />learn more about the textile industry and the many contributions it <br />makes to our county and to the lives of our people. <br /> Adopted this the 21st day of October, 1991. <br /> <br />ATTEST: <br />/s/ Frankie F.
