355 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board awarded the program administration for the <br />Community Development Block Grant program for the Highway 73 Gateway Project to <br />Stark Associates. <br /> Mr. Robert Stark of Stark Associates reviewed the various Community <br />Development Block Grant Program policies and conditions under consideration by <br />the Board. He noted that the work to be funded by the $125,000.00 County <br />Contribution would not be done until the next fiscal year. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the North Carolina Department of <br />Economic and Community Development Funding Approval for the Community <br />Development Block Grant Program for the following funds and authorized Chairman <br />Simmons to sign the Funding Approval on behalf of Cabarrus County. <br /> <br />C-1 '73 Gateway $ 220,550 <br />L-1 Local Option $ 32,500 <br /> Total CDBG Funds Approved $ 253,050 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the Chairman to execute the "North <br />Carolina Department of Economic and Community Development Grant Agreement for <br />the Community Development Block Grant Program" on behalf of Cabarrus County. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried,~ the Board approved the following Grant Project Ordinance <br />and asked that Mr. Blair Bennett, Finance Director, submit a budget amendment, <br />if needed, for approval at the next meeting. <br /> <br />GRANT PROJECT ORDINANCE <br /> <br />BE IT ORDAINED by the CABARRUS BOARD OF COUNTY COMMISSIONERS, that <br />pursuant to Section 13.2 of Chapter 159 of the General Statutes of <br />North Carolina, the following grant project ordinance is hereby <br />adopted: <br /> <br />Section 1. The project authorized is the Community Development <br />project described in the work statement contained in the grant <br />agreement 91-C-8119, between this unit and the Department of <br />Economic and Community Development Division of Community <br />Assistance. This project is more familiarly known as 1991 Cabarrus <br />County Community Development Project. <br /> <br />Section 2. The officers of this unit are hereby directed to proceed <br />with the grant project within the terms of the grant document(s), <br />the rules and regulations of the Department of Economic and <br />Community Development Division of Community Assistance, and the <br />budget contained herein. <br /> <br />Section 3. The following revenues are anticipated to be available <br />to complete this project: <br /> <br />Community Development Grant ........... $253,050.00 <br />County Contribution ................... $125,000.00 <br /> <br />Section 4. .The following amounts are appropriated for the project: <br /> <br /> County <br />C-1 L-1 Funds <br /> <br />1. The finance officer is hereby directed to maintain <br />within the Grant Project Fund sufficient detailed accounting records <br />to provide the accounting to the grantor agency required by the <br />grant agreement(s) and federal and state regulations. <br /> <br /> <br />
