367 <br /> <br />Delete Section 4.8 Exceptions Involving Single-Family Detached <br />Dwellings to make the Cabarrus County Zoning Ordinance agree with <br />the Cabarrus County Subdivision Regulations which require the use <br />of flag lots or deeded rights-of-way. <br /> <br />TEXT AMENDMENT <br />Ordinance For Issuing Permits and Prescribing Fees for Permits and Inspections <br />for Cabarrus County <br /> <br />Petition: To amend Section 1 Number 4 to state the following: <br />"No home owner or contractor may obtain a permit of any kind <br />without first making all corrections of code violations on <br />previous permits." <br /> <br /> Mr. Witherspoon and Mr. Hartsell questioned the wording of the proposed <br />amendment. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart'and <br />unanimously carried, the Board deferred the proposed amendment to the Building <br />Inspections Ordinance to allow further review by the County Attorney, County <br />Manager, and the Planning and Zoning Director. A recommendation is to be brought <br />back to the Board at the next meeting. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized the Chairman to execute the <br />"Nonurbanized Area Public Transportation Grant Agreement, Work Order 9.9050902, <br />Project No. 92-18-059", between the Department of Transportation and Cabarrus <br />County. As outlined in the Agreement, Cabarrus County has been awarded capital <br />funding for a total of $80,692.00, of which $64,553.00 is State funds and <br />$16,139.00 is local funds, for the purchase of data processing equipment and <br />software, two (2) converted vans with lifts, three (3) mobile radio units, and <br />one (1) mini-van. <br /> Chairman Simmons recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District of Cabarrus County. <br />Chairman Simmons reconvened the meeting of the Board of Commissioners. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board deferred the proposed Lease Agreement between <br />Cabarrus County and the Cabarrus County Agricultural Fair, Inc. <br /> At the request of Commissioner Carpenter, the Board by consensus added to <br />the agenda the appointment of the "at-large" member of the Cabarrus County Parks <br />and Recreation Advisory Commission. <br /> Commissioner Carpenter nominated Ms. Celie Richardson for appointment as <br />the "at-large" member of the Parks and Recreation Advisory Commission. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the nominations were closed. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board appointed Ms. Celie Richardson as the "at-large" <br />member of the Cabarrus County Parks and Recreation Advisory Commission for a <br />three-year term ending December 31, 1994. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to go into executive session for <br />consultation with counsel and to discuss land acquisition. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the executive session was adjourned. <br /> At 8:00 P.M., Chairman Simmons announced that this was the date and time <br />for a public hearing to explain the Community Development Block Grant program <br />as it pertains to economic development. Mr. Gerald Newton, Planning and Zoning <br />Director, introduced Mr. Robert Stark who explained the Community Development <br />Block Grant funds two types of programs--community revitalization and economic <br />development. According to Mr. Stark, economic development funds can be used for <br />infrastructure for such items as utilities, streets, or railroad spurs which are <br />a prerequisite for industries to locate in the county. <br /> Chairman Simmons opened the hearing for public comments at 8:04 P.M. <br /> Mr. Bill McGee spoke in support of the County's pursuing a Community <br />Development Block Grant to provide economic development funds. <br /> There was no one else present to speak regarding the proposed grant <br />application, and Chairman Simmons closed the public hearing. A second public <br />hearing will be scheduled at a later date to discuss a specific economic <br />development project. <br /> <br /> <br />
