391 <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the meeting for informal public comments at 7:25 <br />P.M. <br /> Mr. Harvey Smith of 2117 Barkley Road in Midland complained that he had <br />been told that he could not build a home for his mother on two acres of property <br />currently owned by him without having the property rezoned. He objected to the <br />rezoning process and required surveys. <br /> The Board by consensus asked Mr. Smith to meet with Mr. Gerald A. Newton, <br />Planning and Zoning Director, and directed that Mr. Newton bring a report back <br />to the Board. <br /> Mr. Chuck Wilson complained about the scheduling of dances at the Senior <br />Center. Stating that any changes in the schedule created problems for those <br />persons attending from out- of- town, Mr. Wilson asked that the dances be <br />permanently scheduled for the first and third Friday of each month. The Board <br />asked Mr. Witherspoon to work with the Department of Aging to develop a dance <br />schedule for the Center. <br /> Reverend Harold Robinson reported on activities by Barber-Scotia College <br />and addressed the fund-raising campaign scheduled for Sunday, December 8, 1991, <br />for the United Negro College Fund. <br /> There being no one else present to address the Board, Chairman Carpenter <br />closed the Informal Public Comments portion of the meeting. <br /> <br />NEW BUSINESS <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, reported that State <br />Personnel had classified a budgeted Clerical Supervisor IV position at the <br />Social Services Department as a Clerical Supervisor V at Salary Grade 61. He <br />asked that the Board add this classification to the County's Pay Plan. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board added the Clerical Supervisor V classification <br />to the County's Pay Plan at Salary Grade 61. <br /> Dr. William F. Pilkington, Health Director, reviewed the proposed fee <br />schedule for the use of the body composition analyzer recently purchased by the <br />Health Department. <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following fee schedule. <br /> <br />BODY COMPOSITION ANALYSIS <br /> <br /> The Cabarrus County Health Department has purchased a <br />Bioelectrical Impedence System for measuring body composition <br />including body fat, body lean mass, and hydration level. The charge <br />for this testing service will be as follows: <br /> <br />Basic Body Composition Analysis <br />Body Composition Analysis and <br />Menu Plan for Weight control <br />Repeat Test <br /> <br />$10.00 <br /> <br />$15.00 <br />$ 5.00 <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Proclamation and authorized <br />Chairman Carpenter to sign the Proclamation on behalf of Cabarrus County. <br /> <br />A PROCLAMATION BY CABARRUS COUNTY DESIGNATING <br />DECEMBER 8, 1991 <br />"BARBER-SCOTIA COLLEGE SUNDAY" <br /> <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />Barber-Scotia College is in its 125th year of existence <br />in the City of Concord, North Carolina; and <br />Barber-Scotia College is the only four-year college <br />headqua£tered in Cabarrus County; and <br />students at the College can earn Bachelor degrees in <br />several fields of the arts and sciences, including a <br />special pre-law program which enables students to enter <br />St. John's University Law School after three years of <br />undergraduate study; and <br />Barber-Scotia College has a full range of athletic and <br />student activities plus a conscious outreach of <br />community service; and <br /> <br /> <br />
