392 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />Barber-Scotia College has a current enrollment of 605 <br />students, which is the largest enrollment in many years; <br />and <br />Barber-Scotia College is currently engaged in its annual <br />fund drive in association with the United Negro College <br />Fund (UNCF), during which donations to the college will <br />be matched in a ratio of 4:1 by the UNCF; and <br />special programs in support of Barber-Scotia College <br />will be held on Sunday, December 8, 1991, at various <br />locations in the county; and <br />on that same date, Barber-Scotia College choir will <br />present a free Christmas Choir Concert as an expression <br />of appreciation to the people of the county; and <br /> <br /> NOW, THEREFORE, BE IT PROCLAIMED by the County Commissioners <br />of Cabarrus County, North Carolina, that Sunday, the 8th day of <br />December, 1991, shall be known as <br /> "BARBER-SCOTIA COLLEGE SUNDAY" <br />in Cabarrus County in honor of 125 years of educational service to <br />the county and to the region. <br /> This the 2nd day of December, 1991. <br /> <br /> /s/ Carolyn B, Carpenter <br /> Chairman, County Commissioners <br />ATTEST: of Cabarrus County, North Carolina <br />/s/ Frankte F. Bennett, Finance Director, presented the Annual Audit for the <br />Fiscal Year which ended June 30, 1991. During review of the audit, Mr. Bennett <br />discussed the County's revenues, expenditures, population growth, and Fund <br />Balance. He pointed out that the current recessionary economy was creating a <br />greater demand for services for Social Services, Public Health, and Veterans <br />Service. <br /> During discussion of the audit, Commissioner Simmons questioned the <br />reference to the Special Separation Allowance as being available to all full- <br />time employees. He pointed out that, with the exception of those employees who <br />had been grandfathered in under the provision, the Special Separation Allowance <br />is now only available to law enforcement officers. Mr. Bennett indicated he <br />would correct this information. <br /> Mr. Paul Watson of HDR Engineering, Inc., reviewed Change Order Number 4 <br />for the Coddle Creek Reservoir Project. He reported that the change order is <br />for modifications to the outlet piping'to accommodate both a raw water pump <br />station and the potential Water Treatment Plant. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the Change Order Number 4 for the Coddle <br />Creek Reservoir Project as follows: <br /> <br />Project Contractor: Blythe Industries <br />(1) Revise outlet piping upstream of energy dissipator structure to <br />accommodate proposed raw water pump station - Increase $104,256.06 <br />(2) 48" RCP, 19.79 If @ $600/lf Decrease ($11,874.00) <br /> Net Increase of Change Order $92,382.06 <br /> <br /> Commissioner Barnhart asked that Mr. Watson present a cash flow analysis <br />for the Coddle Creek Reservoir project at the next Board meeting. <br /> Chairman Carpenter recessed the meeting at 8:30 P.M. until the conclusion <br />of the meeting of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Carpenter reconvened the meeting at 8:45 P.M. <br /> The Board received the memorandum from Mr. B. H. Mabrey, Sr., Emergency <br />Management Director, stating the request from Mr. Brad Foster, Odell Fire <br />Department Chief, that appointments be made for trustees to the Firemen's Relief <br />Fund for the Odell Department. Odell had declined to participate in the <br />Firemen's Relief Fund prior to this time. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Ham~y and <br />unanimously carried, the Board appointed Mr. Jack Irvin as a trustee to t~e <br />Firemen's Relief Fund for the Odell Fire Department for a term ending JanUary, <br />1993. <br /> <br /> <br />
