He indicated in his proposal that the <br />current system is estimated to cost in excess of $700,000.00 by the end of the <br />year. <br /> Mr. Wttherspoon reviewed the proposed amendment to the Personnel Ordinance <br />to eliminate the 5 percent steps in the pay range and to establish certain <br />points within the pay range. He explained this would permit merit increases <br />ranging from 0.5 percent to 7.5 percent and allow a department head to <br />differentiate between a top performer and an above average performer. He <br />indicated he would administratively manage the system by limiting the merit <br />increases to increments of 0.5 percent. Stating the proposed amendment would <br />require massive programming changes to the payroll system, Mr. Witherspoon <br />informed the Board that he would come back for a delay in the effective date if <br />the changes could not be implemented by January 1, 1992. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following amendment to the Gabarrus <br />County Personnel Ordinance as submitted by Mr. 3ohn Witherspoon to be effective <br />January 1, 1992. <br /> <br />Section 3. Use of Salary Ranges <br /> <br /> The following provisions shall govern the hiring rate, as well <br />as the granting of within-the-range pay increments: <br /> (a) Hiring Rate. The hiring rate is the minimum rate <br /> paid an employee when hired into Gabarrus Gounty <br /> employment. Appointment above the hiring rate <br /> may be made on the recommendation of the <br /> department head with the approval of the County <br /> Manager when deemed necessary in the best interest <br /> of the County. Above the minimum appointments <br /> shall be based on factors such as the <br /> qualifications of the applicant being higher than <br /> desirable education and training for the class, <br /> a shortage of qualified applicants available at <br /> the hiring rate, and/or the refusal of qualified <br /> applicants to accept employment at the minimum <br /> rate. Initial appointments above the one third <br /> point of a salary range must be approved by the <br /> Board of Commissioners. <br /> (b) Progression To Job Rate. Employees below the one <br /> third point of the pay range are considered to be <br /> in training. Employees in the bottom one third <br /> of the pay range are eligible for larger merit <br /> increases, until they reach job rate, than <br /> <br /> <br />
