<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Tuesday, January
<br />2, 1990, at 7:00 P.M. The meeting had been rescheduled due to the New Year's
<br />holiday.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Billy J. Simmons, Jr.
<br /> Absent - Commissioner: Martha H. Melvin
<br /> The invocation was given by Reverend Larry E. Irvin of the Church of the
<br />Living Word.
<br /> Commissioner Simmons arrived at 7:12 P.M. and was present for the remainder
<br />of the meeting.
<br />
<br />UNFINISHED BUSINESS
<br /> Mr. Bryan Parnell introduced Mr. John Baker who demonstrated the operation
<br />of fox traps. Mr. Baker emphasized that the traps were designed to catch and
<br />hold the animal rather than to hurt it.
<br /> Ms. Donna Rogers, member of the Animal Protection Agency, opposed the use
<br />of steel leg traps,,stating they were cruel, inhumane, and a danger to animals
<br />other than foxes. She asked for additional study to determine the extent of the
<br />fox problem in the county and the use of other methods of animal control.
<br /> Mr. Brady Black of Midland supported the use of traps to reduce the fox
<br />population. He cited problems with foxes and other animals on his property and
<br />cited the danger of the spread of rabies.
<br /> The Board deferred action until a later meeting date when Commissioner
<br />Melvin is present.

<br />NEW BUSINESS
<br /> Ms. Alice Hedt, Regional Long Term Care Ombudsman with the Centralina
<br />Council of Governments, presented annual reports for the Nursing Home Community
<br />Advisory Committee and the Domiciliary Home Community Advisory Committee. She
<br />briefly outlined the legislatively mandated duties of each committee.
<br /> Sheriff Robert Canaday reported that the Cabarrus County Sheriff's
<br />Department had received $43,238.50 on December 15, 1989 from the United States
<br />Marshall's Service and Drug Enforcement Administration under the federal assets
<br />forfeiture sharing program for funds obtained through narcotics investigations
<br />and assets seizures. He requested approval of a budget amendment in order to
<br />purchase new equipment to be used in the investigation, arrest, and trial of
<br />individuals in the narcotics business. The new equipment included such items
<br />as blue lights, cassette recorders and transcriber, cameras, 9 millimeter semi-
<br />automatic handguns and associated equipment, shotguns, portable radios, and
<br />typewriters.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Moss with
<br />Commissioners Simmons, Moss, and Hamby and Chairman Lentz voting for, the Board
<br />approved the following budget amendment.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with
<br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for, the Board
<br />reappointed Ms. Ora Pharr and Ms. Vessie Mae Belk to the Nursing Home Community
<br />Advisory Committee for a term of three years ending December 31, 1992. Also,
<br />the Board appointed Ms. Ernestine L. Irvin to the Committee for a one-year term
<br />ending December 31, 1990~ The appointment to fill the remaining vacancy on the
<br />Committee will be made at a later date.
