282 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with <br />Commissioners Hamby, Simmons, and Moss and Chairman Lentz voting for, the Board <br />reappointed Ms. Margaret DeArmon and Ms. Irene Wilhoit to the Domiciliary Home <br />Community Advisory Committee for a term of three years ending December 21, 1992. <br />The appointment to fill the remaining vacancy will be made at a later date. <br /> The Board reviewed the memorandum dated December 12, 1989 from Mr. Terry <br />L. Rowland, Assessor, recommending the reappointment of all members of the Board <br />of Equalization and Review. In his memorandum, Mr. Rowland stated the importance <br />of maintaining an experienced Board through the Revaluation which is effective <br />January 1, 1991. It was noted that Messrs. Lipe Barrier, Tyrone Harward, and <br />J. Paul Bowles have served on the Board of Equalization and Review since 1982. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for, the Board <br />reappointed Messrs. Charlie Sehorn and Richard Roberts to the Board of <br />Equalization and Review for a term of three years ending December 31, 1992. The <br />Board postponed consideration of the reappointment of Messrs. Lipe Barrier, <br />Tyrone Harward, and J. Paul Bowles until the next meeting. <br /> Commissioner Simmons asked that the new appointments to the Council on <br />Aging Advisory Board be delayed until after an executive session. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with <br />Commissioners Hamby, Simmons, and Moss and Chairman Lentz voting for, the Board <br />reappointed Mr. Carroll Alexander, Mr. William G. Alexander, Ms. Billie Sapp <br />Brown, and Mr. Randall Carrington to the Council on Aging Advisory Board for a <br />three-year term ending December 31, 1992. Appointments to fill the two vacant <br />positions will be made at a later time. <br /> The Board deferred the appointments to the Cabarrus County Health Board <br />until the next meeting. <br /> Dr. William F. Pilkington, Health Director, presented information relative <br />to a proposed access permit for the Sanitary Landfill. He explained that <br />individuals of Cabarrus County are allowed to dispose of the solid waste at the <br />landfill without charge upon verification of a vehicle registration or license. <br />In order to restrict the use of the landfill to residents of Cabarrus County, <br />Dr. Pilkington reported that the Board of Health had recommended that an access <br />permit be issued to all individuals using the landfill and that any cost to the <br />individual citizens be determined by the Board of Commissioners. It was noted <br />that the cost of producing such a permit would be approximately 35 cents per <br />permit. <br /> Dr. Pilkington also reported that beginning January 1, 1990 each North <br />Carolina county is responsible for scrap tire disposal within the county in which <br />the scrap tire originates. He noted that the State will reimburse each county <br />quarterly on a formula basis for all tires disposed of by the County. In <br />conclusion, he presented the procedures and policies for tire disposal as <br />recommended by the Board of Health. <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with <br />Commissioners Moss, Hamby and Simmons and Chairman Lentz voting for, the Board <br />adopted the following procedures and policies for the disposal of tires as <br />recommended by the Board of Health and approved the issuance of an access permit <br />to all individuals from Cabarrus County using the landfill at a cost of $1.00 <br />per permit. <br /> <br />o <br /> <br />o <br /> <br />Ail scrap tires in Cabarrus County will be disposed of at U.S. <br />Tire Disposal located on Poplar Tent Road in Concord, North <br />Carolina, on Tuesday afternoons from 1:00 P.M. until 4:30 P.M. <br />Proof of purchase for each tire or sets of tires must <br />accompany each load disposed of. A representative of the <br />health department will be on site to verify receipts. <br />Recaps must have receipt and date of sale. <br />Only tires that have receipts will be disposed of. <br />Copy of monthly or quarterly fee paid to state and receipts <br />will determine fee paid to disposal site. <br />No tires sold or replaced prior to January 1, 1990, will be <br />eligible for disposal at county expense. <br />Individuals can dispose of tires in dumpster at landfill. <br />(Will need to purchase dumpster.) <br /> <br /> <br />
